Former Prime Minister Kim Hwang-sik stated on the 22nd, "To achieve social integration and political advancement, the presidential system should be changed to a dual executive system or a parliamentary system," adding, "A constitutional amendment is necessary to discuss various power structure reforms."


At an invited lecture hosted by Kim Ki-hyun, a member of the People Power Party, titled ‘Innovation 24 New Future (Saemirae)’ at the National Assembly, former Prime Minister Kim emphasized, "Power should be decentralized, and by managing state affairs through dialogue, compromise, and reconciliation of the decentralized powers, greater national strength can be achieved."


Regarding the recent deadlock in the National Assembly, former Prime Minister Kim criticized, "Despite the election results, the ruling and opposition parties are still engaged in election campaigns, escalating into extreme confrontations," and added, "Looking at the current relations between the ruling and opposition parties and the social conflicts, I am concerned whether we can truly break away from regressive politics of the past and achieve new changes and leaps forward."


Despite the early hour, about 50 People Power Party lawmakers, including Floor Leader Kwon Seong-dong, attended, showing their ‘eagerness to study.’ Due to a shortage of seats, some lawmakers sat in reserve seats. The lawmakers nodded occasionally or underlined the lecture materials, focusing intently on the lecture. A free discussion followed the lecture. When lawmaker Tae Young-ho mentioned the ‘West Sea Civil Servant Shooting Incident’ and asked about desirable North Korea policies, former Prime Minister Kim responded, "There will be differing opinions within both the People Power Party and the Democratic Party, but it is necessary to continue discussions without giving up," adding, "Officially, the policies of the previous administration should be succeeded."
