Strengthening Pre- and Post-Management of National Land and Transportation Official Development Assistance (ODA)


Preliminary review and post-management of the International Development Cooperation Project in Land, Infrastructure and Transport (Land, Infrastructure and Transport ODA), a public development assistance (ODA) project that supports infrastructure development in developing countries and transfers Korea's development experience, will be strengthened.


The Ministry of Land, Infrastructure and Transport announced on the 19th that it will hold a briefing session for new projects of the '2024 Land, Infrastructure and Transport International Development Cooperation Project (Land, Infrastructure and Transport ODA)' at the Overseas Construction Association Education Center in Jung-gu, Seoul on the 24th, and will announce improvement plans for Land, Infrastructure and Transport ODA.


Until now, Land, Infrastructure and Transport ODA has been promoted mainly based on target countries and projects proposed by public institutions and private companies, but from the 2024 projects, the project direction will be improved so that projects are promoted focusing on regions and fields with high strategic value where Korean companies can enter and link follow-up projects.


Accordingly, procedures to support ODA specialized in the land, infrastructure and transport sector based on the development needs of ODA recipient countries will be strengthened in the future.


Specifically, the timing of the public contest for proposed projects will be moved up by three months to sufficiently review and adjust the feasibility and policy compliance of the projects, and to activate the promotion of strategic planning tasks by each ministry.


In addition, the local presence of project executing agencies will be strengthened, and a 'Chief Advisor System' (tentative name) will be introduced to enhance communication with ODA recipient countries and strengthen the full-cycle management of projects.


Furthermore, Land, Infrastructure and Transport ODA, including grant and loan ODA and private partnership projects (PPP), will be developed into concrete projects and linked with multilateral banks to connect them to overseas orders for Korean companies.


In addition, satisfaction surveys will be conducted targeting ODA recipient countries, and a post-evaluation system using external experts will be introduced to strengthen post-management of projects.


The Ministry of Land, Infrastructure and Transport will start accepting applications for new Land, Infrastructure and Transport ODA projects next month, inviting participation from companies and institutions with rich experience and capabilities in fields such as housing and urban development, construction technology, intelligent transportation systems (ITS), and spatial information.


Meanwhile, the Ministry will hold a 'Land, Infrastructure and Transport ODA Naming Contest' from the 24th of this month to the 25th of next month to raise awareness of this project.


A Ministry official said, "Through the Land, Infrastructure and Transport ODA project, we will share Korea's infrastructure development experience with developing countries and support domestic companies and institutions to actively enter the overseas construction market based on this."
