Seoul City Eases Floor Restrictions for Moa Housing... From 7-Story Limit to Up to 15 Stories

[Asia Economy Reporter Kim Hyemin] In the type 2 general residential areas where buildings are restricted to 7 floors or less, if a 'Moa Housing' project is pursued, construction up to 15 floors will be possible without public contributions. Currently, type 2 general residential areas are limited to 15 floors or less, but the floor restrictions will be removed when pursuing Moa Housing.


Seoul City announced on the 6th that it will improve and immediately implement the 'Moa Housing and Moa Town Review Standards' based on this content.


Moa Town (small-scale housing maintenance management area) is a new district-level maintenance method that groups together old low-rise residential areas within 10㎡, where new and old buildings coexist making large-scale redevelopment difficult, and develops them like large apartment complexes while expanding various convenience facilities such as underground parking lots. When designated as a Moa Town, neighboring owners of multi-family and multiplex lots within the area can combine individual lots to jointly develop blocks through Moa Housing (small-scale housing maintenance projects).


Seoul City relaxed the standards by lifting floor restrictions and accelerating the promotion speed to activate this new maintenance method.


First, in the type 2 seven-floor areas, if the Moa Housing criteria are met, the review standards have been improved to allow floor height relaxation up to an average of 13 floors and a maximum of 15 floors without public contributions. Currently, in this area, when pursuing a street housing maintenance project, floor height can be relaxed up to 10 floors including plans for rental housing construction. Although there is a regulation allowing relaxation up to 15 floors with public contributions, the city explained that the lack of related standards made it practically ineffective.


Along with this, Seoul City plans to abolish the floor height limit currently set at a maximum of 15 floors in type 2 general residential areas in the second half of this year. Once the revised enforcement decree of the 'Special Act on Vacant Houses and Small-scale Housing Maintenance,' which was recently legislatively announced by the Ministry of Land, Infrastructure and Transport focusing on the abolition of floor restrictions, is implemented, related ordinances will be amended accordingly.


To improve the quality of Moa Housing and secure public interest, detailed facility standards such as underground parking installation criteria, street-responsive layout, and utilization plans for open spaces within the site have also been established. Regarding the underground parking installation criteria, it encourages block-level joint development on sites of 1,500㎡ or more and requires that all vehicles except those for mandatory above-ground parking be parked underground. This will be applied not only to Moa Town but also when pursuing street housing maintenance projects in general areas.

Additionally, application requirements and detailed procedures have been established so that residents wishing to promote Moa Housing projects can prepare Moa Town management plans and propose them to the relevant autonomous district office. Currently, for Moa Town designation, the district office must establish a plan and request approval from Seoul City. The application requirements are either two or more associations established for the implementation of the Moa Housing project or, if no association is established, landowners who have obtained consent from two-thirds or more of the land area in two or more planned project sites.


Kim Seongbo, Director of Housing Policy at Seoul City, said, "We will spare no support for small-scale housing maintenance projects to improve the environment of old low-rise residential areas and increase housing supply in the future."
