Most teachers in charge of elementary after-school programs are new to contract and accounting management, and since after-school programs operate on a beneficiary-pays basis, parents' demands vary widely, resulting in about one-third of the staff changing every year.
The Ulsan Office of Education has been providing year-round on-site customized consulting to resolve teachers' difficulties and has established an 'After-School Program Online Support System' to assist with accounting tasks, but teachers in the field still report challenges in handling their duties.
One elementary school teacher who attended the brainstorming session said, "No one at the school wants to take on after-school program tasks, but since I took the time to attend this difficult meeting, I hope the solutions derived from this session will be actively reflected, divided into short-term and long-term measures."
An official from the city education office said, "We will share the opinions raised at the brainstorming session and strive to address them through policy measures."
