[Asia Economy Reporter Jongil Park] Dobong-gu (Mayor Dongjin Lee) has applied a personal information filtering system to the electronic document system of Dobong-gu institutions (including the district office, community service centers, and public health centers) since April this year.


Dobong-gu introduced this filtering system to prevent cases of damage caused by the exposure of personal information such as resident registration numbers, driver's license numbers, and passport numbers in documents produced by public institutions and attached files.


This system can filter mobile phone numbers, account numbers, business registration numbers, card numbers, emails, health insurance registration numbers, and harmful words through detailed settings.


The file formats subject to filtering include document files such as Hangeul (hwp), Excel (xls), Word (doc), PowerPoint (ppt), compressed files (zip), PDF files, and image files such as JPG, GIF, PNG, TIFF, and BMP. Except for those in poor preservation condition, personal information in images embedded in documents can also be identified.


The filtering operates by automatically searching for personal information for 2 to 3 seconds when the document producer (responsible public official) writes an official document and clicks the electronic approval button. Even during drafting, pressing the personal information search button triggers filtering. Practically, all documents undergoing approval go through personal information filtering.


If personal information is detected, a new window (popup) appears to indicate whether to proceed with non-disclosure masking of the personal information part and to provide the contact number of the person in charge of the electronic document system. Pressing the masking application button makes the corresponding personal information part confidential.


To introduce this personal information filtering system, the district established a solution introduction plan in January 2022, developed a communication module between the electronic document system and the personal information filtering system in February, and conducted filtering application tests in March.


Mayor Dongjin Lee of Dobong-gu said, “Documents produced by government offices are basically intended to be disclosed to residents. However, some documents may contain personal information, and responsible public officials might miss those parts. Therefore, we prepared this filtering system to electronically index and delete personal information. We will continue to do our best to protect personal information so that residents can entrust administrative tasks with peace of mind.”
