Establishing Execution Plans... Fostering an Atmosphere Encouraging Proactive Administration
[Asia Economy Honam Reporting Headquarters Reporter Seung-hyun Jeong] Mokpo City, Jeonnam, has established the ‘2022 Proactive Administration Implementation Plan’ and is focusing on its promotion to ensure that a culture of proactive administration is established and spread within the public service community.
According to the city on the 18th, to establish proactive administration as a public service culture that actively responds to rapidly changing social and economic changes rather than following conventional administrative practices, the Proactive Administration Committee was held on the 17th to review and approve the ‘2022 Proactive Administration Implementation Plan.’
The city will promote 13 core tasks centered on five areas to provide improved administrative services that citizens can feel in their daily lives: ▲ fostering a proactive administrative culture led by institution heads ▲ strengthening preferential treatment for proactive public officials ▲ expanding protection and support for proactive public officials ▲ preventing and reforming passive administration ▲ enhancing participation and communication in proactive administration.
To this end, the city plans to designate and operate a dedicated department and officer for proactive administration and establish a collaborative system among departments such as audit, personnel, and service to comprehensively oversee and support proactive administration in various fields.
Along with this, five key tasks have been selected for special management, including ‘Establishment of the Gourmet Culture Gallery - Haegwan1897 -’, ‘Mokpo-style Youth Culture Brand Project’, and ‘Complete resolution of drinking water shortages in island areas through underwater pipeline installation for tap water supply.’
In addition, the selection target for outstanding proactive public officials will be expanded to include all employees, including general public officials, public service workers, and non-regular workers, and incentives for outstanding public officials will be strengthened.
Furthermore, the city will activate the Proactive Administration Committee’s opinion submission and pre-consultation system, and protect and support proactive public officials through the operation of an exemption system for proactive administration, litigation support, and subscription to indemnity insurance.
On the other hand, to prevent passive administration, the city operates a ‘Passive Administration Reporting Center’ linked with the National Sinmungo (People’s Petition) and simultaneously enforces strict measures.
Moreover, the city will strengthen employee capabilities by effectively educating on proactive administration systems and cases, and promote excellent cases through various channels such as SNS.

We will do our best to firmly establish and spread a culture of proactive administration.”
