[Asia Economy Yeongnam Reporting Headquarters Reporter Hwang Du-yeol] The Busan Metropolitan City Audit Committee is operating a ‘Passive Administration Reporting Center’ to resolve citizens' inconveniences and improve their rights caused by passive administration by public officials.
Passive administration refers to acts where public officials neglect their duties or handle tasks passively, infringing on residents' rights or causing financial losses. It is classified into ▲appropriate convenience ▲neglect of duty ▲desk administration ▲bureaucratic-centered administration.
The Audit Committee has established the ‘Passive Administration Reporting Center’ on the city’s website to prevent such passive administration and enhance citizens' rights by receiving reports of damages from citizens.
When a passive administration report is received, the Audit Committee determines whether it qualifies as passive administration and conducts a direct investigation if it is deemed so.
If the investigation confirms misconduct, the related employees will be strictly disciplined according to disciplinary standards, considering the severity, intent, and negligence.
The Audit Committee plans to strengthen year-round inspections of passive administration, regularly check the status of passive task handling, and actively promote and publicize cases of passive administration to lead the spread of a culture of proactive administration.
Han Sang-woo, Chairman of the Busan Metropolitan City Audit Committee, said, “Through the operation of the reporting center, we will proactively respond to the prevention and eradication of passive administration and strengthen an organizational culture of active work to do our best to create a leading city of proactive administration that citizens can feel in their daily lives.”
Reports of passive administration can also be made by directly visiting the Busan Metropolitan City Audit Committee, by phone, or through the National Petition System (Gukmin Sinmungo).
