Announcement of 22 'Government Support Restricted Universities' with National Scholarship and Student Loan Limitations


[Asia Economy Reporter Han Jinju] 22 universities including Geukdong University, Daegu Arts University, Sunrin University, Dong-Eui Science University, Gyeongju University, Seoul Christian University, and Gimpo University have been designated as government financial support restricted universities for the 2023 academic year. These universities will face restrictions on national scholarships and student loans for one year.


On the 17th, the Ministry of Education and the Korea Educational Development Institute announced the list of 276 universities eligible for government financial support and 22 universities restricted from financial support after deliberation by the University Structure Reform Committee.


Nine universities were classified as Financial Support Restricted Universities Type I. These include Geukdong University, Daegu Arts University, Seoul Hanyoung University, Korea Baptist Theological University, Dong-Eui Science University, Sunrin University, Suwon Science College, Shin Ansan University, Yeongnam Foreign Language University, Jeonju Kijeon College, and Changwon Moonsung University.


Type I refers to universities that failed to meet at least three minimum evaluation indicators. New and transfer students at these universities can only receive up to 50% of Type II national scholarships and student loans.


Universities classified as 'Type II,' which failed in four or more indicators, face a complete ban on national scholarships and student loans for new and transfer students.


Financial Support Restricted Universities Type II include Gyeongju University, Seoul Christian University, Shingyeong University, Jeju International University, Korea International University, Gangwon Tourism College, Goguryeo University, Gwangyang Health College, Gimpo University, Woongji Tax College, and Jangan University.

The evaluation of government financial support restricted universities is conducted through an absolute evaluation method using key quantitative indicators such as educational conditions and performance, the same as last year. The indicators include ▲new and enrolled student enrollment rates ▲graduate employment rates ▲education expense return rates ▲full-time faculty securing rates ▲corporate accountability ▲presence of corruption or irregularities. Financial support restricted universities are those whose scores in 3 to 4 indicators fall within the bottom 7 to 10%.


Considering the sharp decline in the school-age population and the impact of COVID-19, the Ministry of Education temporarily adjusted the minimum standards for three indicators this year: new and enrolled student enrollment rates and graduate employment rates. Universities in the bottom 20% by region were considered as failing to meet the indicators.


For example, the minimum new student enrollment rate for general universities in the metropolitan area was maintained at 97%, but the minimum for general universities outside the metropolitan area was lowered to 80.8%. For vocational colleges, the minimum new student enrollment rate was relaxed to 72.4% in the metropolitan area and 73.7% outside the metropolitan area. The minimum enrolled student enrollment rate for vocational colleges was adjusted to 78.1% in the metropolitan area and 77.1% outside the metropolitan area.


Meanwhile, among the 17 universities designated as government financial support restricted universities last year, five universities were removed from the restricted list starting from the 2023 academic year. These five universities are Yewon Arts University, Geumgang University, Daedeok University, Doowon Technical University, and Seorabeol University. Restrictions on national scholarships and student loans for these universities will be lifted.
