Earlier that day at 11 a.m., the government attempted to send a notification to the North through the Inter-Korean Joint Liaison Office, containing a proposal for working-level talks related to COVID-19 quarantine cooperation, but the North did not clarify whether they had received it. The South also inquired again in the afternoon.
The notification is issued under the name of Minister Kwon Young-se of the Ministry of Unification, and the recipient is Kim Yong-chol, head of the United Front Department of the North.
