Enhancing Investigation Efficiency of Uninsured Vehicles Violating Regulations and Promoting Mandatory Auto Insurance Enrollment Campaign
[Asia Economy Reporter Park Jong-il] Gangnam-gu is stepping up efforts to eliminate uninsured driving by enhancing investigation efficiency for illegal registration (ghost) and uninsured vehicles violating regulations, and conducting campaigns throughout the district to encourage mandatory insurance enrollment.
The number of newly detected uninsured driving cases in Gangnam-gu has been decreasing, with 1,700 cases in 2019, 1,201 in 2020, and 981 last year. However, due to the district's characteristics, which include 70,000 corporations and headquarters of seven leasing companies, cases involving ghost cars from closed corporations and leased vehicles transferred from other local governments are the highest among Seoul's autonomous districts in terms of receipt and processing.
Accordingly, Gangnam-gu plans to identify lessees of leased vehicles violating the Motor Vehicle Liability Insurance Act and have the competent authorities at their registered addresses handle the cases. Additionally, the district will actively guide ghost car registrants to register their vehicles as suspended, aiming to eradicate ghost car operation, which constitutes the majority of uninsured vehicles, thereby improving investigation efficiency.
Gangnam-gu was the first nationwide to produce lecture videos encouraging mandatory insurance enrollment by inviting insurance experts from the Financial Supervisory Service twice, in September 2020 and October 2021. These videos have been consistently promoted through the district's website, YouTube, Facebook, local electronic billboards, and external organizations such as the Gangnam Inspection Office of the Korea Transportation Safety Authority.
Furthermore, starting from the Gangnam Driver's License Examination Office of the Road Traffic Authority on the 16th, street campaigns urging mandatory insurance enrollment and compliance with the Motor Vehicle Management Act will be conducted quarterly at locations including Gangnam Station, Samsung Station, and the used car sales complex in Yulhyeon-dong.
Kim Tae-hwa, head of the Automobile Civil Complaints Division, stated, “We plan to encourage mandatory automobile insurance enrollment and awareness of violations of the Motor Vehicle Management Act through comprehensive promotion using various media. We will thoroughly track and strictly punish those who intentionally violate regulations by operating ghost or uninsured vehicles to ensure citizen safety.”
