[Asia Economy Reporter Youngcheol Ra] Guri City, Gyeonggi Province, announced on the 1st that the concept of the (tentative name) Guri City Han River Urban Development Project (approximately 1.5 million㎡ site around 465-21, Topyeong-dong) currently underway is to create a complex industrial space of 'Live-Work-Play' and establish an A.I. Platform City.


The city explained that it aims to differentiate itself from other urban development projects by creating a high-density symbolic structure along the Han River that integrates work and living spaces in a three-dimensional manner.


The city is promoting a development plan for mixed-use that encompasses industry, residence, and culture by simultaneously attracting and settling talent centered on knowledge-based service industries represented by 'D·N·A (Data, Network, A.I)'.


The plan is to overcome the limitations of existing simple development projects focused solely on residential or industrial areas, which lacked companies providing long-distance commuting and quality jobs.


To this end, the theme of 'RE : Connect' was assigned, emphasizing the three-dimensional connection between urban functions and the linkage of people and spaces through parks and pathways.


They are preparing plans specialized for urban support facility sites where knowledge-based service companies will be located, linked with various types of housing close to workplaces and residences.


Additionally, plans will be made to secure public interest for the release of development-restricted zones along with the specialization of spaces for public use.

The first phase of the project includes ▲ establishment of SPC ▲ release of development-restricted zones (Ministry of Land, Infrastructure and Transport) ▲ designation of urban development zones and approval of development plans ▲ designation of implementers and compensation plans ▲ approval of implementation plans, and is scheduled to start construction in 2024 and complete in 2027.


The second phase includes ▲ amendment of the Guri City Basic Plan (reflecting the expansion of urbanizable land) ▲ release of development-restricted zones (Ministry of Land, Infrastructure and Transport) ▲ designation (amendment) of urban development zones and approval of development plans (amendment) ▲ designation of project implementers and announcement of compensation plans, approval of implementation plans (amendment), and is planned to start construction in 2027 and complete in 2030.


To facilitate the release of development-restricted zones related to these matters, the city held a report meeting on the '(Tentative name) Guri City Han River Urban Development Project Concept Master Plan Establishment Service' on the 28th of last month, hosted by Guri Urban Corporation.


The meeting was attended by Guri Mayor Seungnam Ahn, related officials, the Guri A.I. Platform City Development Project Group (Korea Development Bank, Kakao Enterprise, KT, Daewoo Construction, Eugene Corporation, etc.), and representatives from the service provider, Hana Urban Research Institute Co., Ltd.


Mayor Seungnam Ahn emphasized, "Thorough preparation is necessary for the Central Urban Planning Committee review for the release of the development-restricted zone (GB)," and added, "The plan aligns closely with the new government's policy direction on job creation through private innovation growth, housing supply in the metropolitan area, and large-scale private investment in the digital (A.I) sector."
