Opening of Yeongdeungpo Immigration Service Center for Foreign Resident Civil Complaints in the Southwest Region


[Asia Economy Reporter Park Jong-il] On May 2nd, the ‘Yeongdeungpo Immigration Civil Service Center,’ which handles civil complaints such as visa extensions and changes in residence status, will newly open at the Seonamkwon Global Center in Daerim-dong, Yeongdeungpo-gu.


Yeongdeungpo-gu is known as the district with the highest foreign resident population among Seoul’s autonomous districts, and Daerim-dong, in particular, shows the highest concentration of foreigners nationwide.


As many foreign residents live in the area, the demand for civil services related to residence, such as passport changes and visa issuance, is high. However, due to the inconvenience of having to visit the Seoul Southern Immigration Office, there has been a continuous demand for the establishment of a civil service institution within Daerim-dong.


Accordingly, the district conducted continuous consultations with the Ministry of Justice and Seoul City and finally decided to establish a residence civil service center on the first floor of the Seonamkwon Global Center located at 40 Dosin-ro, Daerim 3-dong. In November of the same year, it was selected for the Ministry of the Interior and Safety’s multicultural immigrant center installation contest, received budget allocation, and obtained approval from Seoul City for free use of public property.


The newly established ‘Yeongdeungpo Immigration Civil Service Center’ will handle most residence-related civil affairs, excluding some tasks of the Ministry of Justice’s Immigration and Foreigners Office, such as ▲visa issuance, extension and change of residence status for visit employment (H2) and overseas Koreans (F4) ▲matters related to residence permits such as changes and extensions of residence status ▲issuance of various certificates.


From April 25th, online visit reservations will also be available through the Hi Korea website.


Meanwhile, the Seonamkwon Global Center, where the Yeongdeungpo Immigration Civil Service Center is located, operates various services including professional consultations on various living complaints, legal and labor issues that foreign residents may face, educational programs such as Korean language classes and media, and support for community formation and activities where both domestic and foreign residents can communicate and harmonize.


A district official said, “The opening of the Yeongdeungpo Immigration Civil Service Center will provide convenience in civil complaint processing for foreign residents and promote stable settlement, as well as greatly help revitalize the local commercial district due to increased foot traffic. We will continue to manage and inspect the center for smooth operation and do our best to provide better administrative services.”

Dongdaemun-gu (Mayor Yoo Deok-yeol) Seoul Yakryeongsi Korean Medicine Museum (Seoul Korean Medicine Promotion Center) has been selected for the Modern and Contemporary History Museum Cooperation Network Support Project hosted by the National Museum of Korean Contemporary History.


The ‘Modern and Contemporary History Museum Cooperation Network Support Project’ is organized by the National Museum of Korean Contemporary History to enhance the public’s cultural enjoyment opportunities and promote mutual cooperation among museums. This year, nine new institutions were recruited.


The Seoul Yakryeongsi Korean Medicine Museum participated in the contest with the ‘Haengrim Seowon 100th Anniversary Catalog Production’ project to commemorate the 100th anniversary of Haengrim Seowon, which has preserved Korean medicine through continuous publication of Korean medicine books even during the Japanese colonial period, and was recognized for its value and finally selected for the support project.


With this selection, the museum will receive national funding and plans to carry out projects this year including ▲production of the ‘Haengrim Seowon 100 Years Catalog’ containing modern Korean medicine materials published by Haengrim Seowon ▲holding a special exhibition of Haengrim Seowon at the Seoul Yakryeongsi Korean Medicine Museum.


A Dongdaemun-gu official said, “Looking back on the history of Haengrim Seowon is as valuable as looking back on the history of Korean medicine. Since the Seoul Yakryeongsi Korean Medicine Museum, located in the Korean Medicine Industry Special Zone, is carrying out a meaningful project to commemorate the 100th anniversary of Haengrim Seowon, we will do our best to produce meaningful results.”


Last year, the Seoul Yakryeongsi Korean Medicine Museum was also selected for the Ministry of the Interior and Safety’s resident-led regional balanced New Deal excellent project and is currently conducting the ‘AR Memory Travel with the Museum and Metaverse Yakryeong Market Construction’ project with Seoul Yakryeongsi merchants. The museum also operates programs such as museum tours, Korean medicine-related education, experiences, and exhibitions.

Seocho-gu has actively promoted the ‘Eco Mileage Project’ to raise residents’ interest in climate change and carbon neutrality and encourage participation in energy-saving practices.


‘Eco Mileage’ is a citizen-participation energy-saving campaign that provides incentives based on reduction rates when households and businesses save electricity, water, and city gas.


To encourage more residents to participate in the Eco Mileage Project, the district is holding an event for new sign-ups on the Eco Mileage website starting this month. The first 100 new registrants will receive a beverage gifticon, and until December, two people will be drawn monthly to receive a mini air purifier. Winners will be announced in the first week of each month on the district office website’s notice board.


Eco Mileage participants can enter their energy customer number upon registration and receive 10,000 to 50,000 mileage points every six months based on their energy savings. Accumulated mileage can be used for exchanging traditional market Onnuri gift certificates, purchasing eco-friendly products, paying apartment management fees, and more.


Additionally, the district, together with the Green Environment Practice Group, conducts the ‘Visiting Eco Promotion Team’ campaign more than eight times a month, visiting local restaurants, retail stores, religious facilities, and companies to provide simple energy-saving tips and guide them to join Eco Mileage.


The district also plans to actively promote Eco Mileage by setting up ‘Eco Mileage Permanent Promotion Corners’ with informational posters in local public and small libraries, civil service offices, and other multi-use facilities visited by residents.


In the future, starting in May, the district will operate a ‘Greenhouse Gas Diagnosis and Consulting Project,’ where professional consultants visit homes or provide phone consultations to diagnose easily wasted energy and teach ways to save energy. Eco Mileage members who practice energy saving after consulting can reduce actual energy usage and receive Eco Mileage incentives, achieving a twofold effect.


Choi Hee-young, head of the Climate Environment Division, said, “Reducing greenhouse gases through Eco Mileage, which is the start of energy saving, requires voluntary participation from residents above all else. We will strive to spread a culture of energy saving and carbon neutrality through active promotional activities.”

Jung-gu, Seoul (Mayor Seo Yang-ho) announced on the 26th that it held a boundary determination committee meeting to finalize the boundaries of the Sindang 9-1 cadastral re-survey district.


The Sindang 9-1 district consists of 87 land parcels (3,494㎡) around 333-38 Sindang-dong, where private lands such as single-family and multi-family houses and national/public lands are mixed. The cadastral map boundaries did not match the actual occupancy status, causing difficulties in exercising property rights.


Following the designation of the district as a cadastral re-survey district in March, Jung-gu newly set land boundaries through cadastral re-survey measurement and agreement with landowners and notified the landowners of the cadastral confirmation plan.


The existing 87 parcels were reconfigured into 29 parcels reflecting actual occupancy and realistic boundaries (boundaries between current roads and land). The district collected landowners’ opinions on this and finalized the boundaries through deliberation and resolution at the boundary determination committee meeting held on the 21st.


The boundary determination results will be notified to landowners and stakeholders, and if there are objections, they can file an objection within 60 days from the date of notification. If no objections are filed, the district plans to finalize the boundaries, create new cadastral records, request registration, and carry out follow-up procedures such as adjustment payments for land with area changes, completing the project by the end of this year.


To correct the cadastral registration of the Sindang 9-1 district, which has remained a cadastral mismatch area since the end of the Korean War, the district formed a cadastral re-survey T/F team last year and held resident briefings to explain the necessity and justification of the project. For residents who could not attend, a ‘customized consultation reservation system’ was operated to gain residents’ consent through various efforts.


A district official said, “This cadastral re-survey project is expected to resolve boundary disputes between neighbors and increase land value through rational and efficient land use.”
