[Asia Economy Reporter Yoon Seul-gi] A puppy was found near a private abandoned dog shelter in Jeju Island with its mouth and paws tied with twine and tape.


On the 13th, volunteer A at the abandoned animal shelter shared on social media (SNS) that a puppy was found with its front paws bound behind its back and was rescued, releasing videos and photos of the situation at the time.


A said, "The tongue was forced inside the mouth, and the twine and tape were tied so tightly that there are wounds and oozing around the mouth. The two front legs were tied very tightly in a position that would be difficult even for a person to endure, making it impossible to move, and this kind-hearted animal was thrown on a less visible road where the canola flowers were beautifully blooming," she explained.

A said, "In a hurry, I found pliers and untied the twine, and the two legs dropped limply like a dead body. I held the puppy, who couldn’t even walk, and laid it down in an empty kennel," she said. "If it hadn’t been found, it would have died lonely and in pain. On one side, people are desperately trying to help and save, but on the other side, someone is trying to kill it. This situation is really exhausting and heartbreaking," she lamented.


After the incident was reported on SNS, the shelter revealed the situation following the puppy’s rescue. The shelter said, "At first, we thought the puppy was abandoned, but after checking at the hospital, we found a registration chip, and through that information, we learned it was a shelter dog." They added, "It is presumed that this puppy somehow got out of the kennel, and someone who found it left it in that condition and threw it in an unseen place."


The shelter said they are having difficulty understanding the situation because there is no closed-circuit television (CCTV) installed nearby. They stated, "It is difficult to ascertain the exact situation because there is no CCTV installed. However, since it was thrown at the shelter entrance, it is likely the act of someone familiar with the shelter’s location."


Regarding the abused puppy’s condition, they said, "After a hospital examination, it seems the puppy was not tied up for a very long time. Currently, it is standing well on all four legs, and when pressure is applied to the shoulder area, it seems to endure well, so the hospital judged there is no bone problem. They said it should gradually improve after a few days of rest."


Meanwhile, according to the Animal Protection Act, animal abuse can result in imprisonment for up to three years or a fine of up to 30 million won. The revised Animal Protection Act, effective from the 5th, defines abuse as "acts that cause pain or injury by leaving animals in extreme heat or cold environments" and "acts that forcibly feed animals food or water without the purpose of relieving thirst or hunger or preventing or treating disease, causing pain or injury."
