Last Year, 8 Cases of Improper Administrative Management Resulted in 38 Million Won Recovery Measures

Ulsan City announced on the 8th that such improper apartment management administrative cases were found as a result of the '2021 Joint Housing Management Audit.'
The audit was conducted on eight complexes that requested an audit with the consent of more than 30% of residents, in accordance with the Ulsan City Joint Housing Management Ordinance.
As a result of the audit, a total of 60 cases of improper apartment management administration were identified, and recovery measures amounting to 38,092,000 KRW were imposed on five cases. Additionally, administrative actions included four fines, 15 corrective orders, and 36 other improvement recommendations and cautions.
The main issues pointed out were improper use of operating expenses by the Residents' Representative Meeting, violations of the 'Guidelines for Selecting Housing Management Companies and Operators,' insufficient application of the 'Joint Housing Accounting Standards,' and violations of the long-term repair plan.
Ulsan City plans to conduct audits throughout the year whenever residents request audits or when district or county offices request audits related to apartment management corruption or irregularities, aiming to minimize disputes among residents.
Separately from the joint housing management audit, Ulsan City provides free expert consultation on the aging status, construction parts, and complex conditions during facility construction and service bidding for joint housing, on behalf of management entities and Residents' Representative Meetings that lack expertise, advising on the appropriate timing, scope, and methods of repair work.
With the activation of technical consultation, it is expected to prevent disputes among residents caused by inflated construction estimates or poor-quality construction during the facility repair process of joint housing and to reduce construction costs.
An official from Ulsan City said, “Since technical consultation is being implemented for the first time this year, we are striving to provide advice in various technical fields,” and added, “Based on the results of the project, we will consider expanding the service in the future.”
