Implementation Plan Approval Notice, Total Project Cost 37.2 Billion KRW Invested
Compensation for Included Land Starting April, Completion Targeted by End of 2024

[Asia Economy Yeongnam Reporting Headquarters Reporter Lee Seryeong] Changwon City in Gyeongnam is accelerating the creation of a public parking lot for freight trucks in Naeseo-eup, Masanhwoewon-gu.
The city will invest a total project cost of 37.2 billion KRW, including 31.6 billion KRW from national and provincial funds, to build 334 parking spaces?306 for freight trucks and 28 for general vehicles?along with one auxiliary facility for facility management and user convenience at 388 Wongye-ri, Naeseo-eup.
On the 7th, it was announced that the implementation plan approval for the Naeseo-eup public parking lot project to resolve the chronic parking shortage of freight trucks in Masanhwoewon-gu was officially notified.
With the completion of the project recognition notice, preliminary administrative procedures have been finalized, and the compensation process for land acquisition will officially begin.
The city secured a budget of 9.7 billion KRW for this year, including 8 billion KRW from national funds and 1.7 billion KRW from provincial funds, to execute compensation payments, and plans to proceed with compensation negotiations to shorten the project period and ensure budget execution.
Until now, the Naeseo-eup area, which lacked space to park freight trucks, had large freight trucks illegally parked along roadsides, residential areas, and near schools, causing continuous complaints about traffic accident risks and inconvenience to local residents.
Since 2017, Changwon City’s Transportation Policy Division has been promoting the public parking lot project for freight trucks around Jungni Industrial Complex Road as a fundamental solution.
The project has gone through major procedures including ▲site selection and feasibility study ▲Ministry of the Interior and Safety’s local finance investment review ▲Ministry of Land, Infrastructure and Transport’s development restriction zone management plan amendment ▲Changwon City urban management plan (facility) decision (amendment) ▲cultural heritage survey ▲small-scale disaster impact assessment ▲small-scale environmental impact assessment ▲preliminary building energy certification ▲and implementation plan approval.
Starting in April, the city plans to begin compensation negotiations for land acquisition through public inspection and announcement of the compensation plan, appraisal, and determination of compensation amounts.
Jo Ilam, Director of the Safety, Construction and Transportation Bureau, said, “We will focus administrative efforts, including securing the budget, to ensure the public parking lot for freight trucks is completed by the end of 2024,” adding, “We will create a people-centered safe city and improve the traffic environment by eradicating illegal parking of freight trucks.”
