Kim Kyung-ho, Former Party Committee Chairman of Gwangjin-eul for the People Power Party, Announces Candidacy for Gwangjin District Mayor


[Asia Economy Reporter Jong-il Park] “I will lay a great cornerstone for the development of Gwangjin by winning the local elections.”


On April 1st, Kim Kyung-ho, who resigned as the head of the People Power Party’s Gwangjin-eul district committee, declared his candidacy for Gwangjin District Mayor in the June 1 local elections under the slogan “Changing Gwangjin with Mayor Oh Se-hoon!” at his campaign office (361 Achasan-ro, Gwangjin-gu) at 2 p.m. on the 6th.


Kim Kyung-ho, who played a major role in turning Gwangjin, a stronghold in the last presidential election, into a favorable district, expressed his determination, saying, “I consider this the last chance for the development of Gwangjin-gu, and I will definitely resolve the grievances of Gwangjin residents who have lagged behind neighboring districts together with the residents by winning this local election.”


In particular, Kim emphasized his connection with Seoul Mayor Oh Se-hoon, who holds the authority over urban planning decisions, expressing confidence that “I can do well because I know better than anyone else the experience, human network, and work processes accumulated over 30 years in Seoul City.”


After passing the 31st Administrative Examination, Kim Kyung-ho served as Deputy Mayor of Gwangjin-gu, Head of Seoul City Transportation Headquarters, Director of Welfare and Health Office, Head of Waterworks Business Headquarters, Secretary General of Seoul Metropolitan Council (Grade 1), and President of Seoul Agricultural and Marine Products Corporation, earning a reputation as a “competent and approachable executive” with deep experience in Seoul City.


Accordingly, the broad framework of Kim Kyung-ho’s pledges focuses on urban development of Gwangjin, residents’ safety, improvement of living convenience, and communication with residents.


First, through the “2040 Gwangjin Urban Planning Plan,” he announced active promotion of a comprehensive plan for urban development, including expansion of commercial areas, upgrading zoning districts, revitalization of redevelopment and reconstruction, construction of a new government office building, hotel, office facilities, and apartments around Guui Station, expansion of commercial areas in Junggok, upgrading zoning along Dongil-ro, and exploring community development plans by lifting height restrictions around Children’s Grand Park.


Second, to systematically support self-employed and small business owners, he plans to cooperate with the Chamber of Commerce to provide one-stop total services including legal, tax, and financial support, and to promote specialized projects by signing win-win MOUs with large corporations to revitalize traditional markets. Additionally, he intends to attract the Eastern Seoul Citizen Hall to revitalize the Techno Mart commercial district.


Third, believing that “jobs are welfare,” he plans to improve the operation of an integrated job support center that can connect with local and external companies creating jobs, and to create 6,000 new jobs including youth, 50+ generation, senior citizens, and disabled persons through New Deal and public jobs, dedicating all efforts to improving residents’ quality of life.


Fourth, to revive local businesses and protect residents’ safety in the With-Corona era, he will form a public-private joint quarantine committee including experts, establish and operate a new concept quarantine system, and promote a traffic special zone project to improve walking environments and secure nighttime safety for socially vulnerable groups such as children, pregnant women, disabled persons, seniors, and women, thereby building a dense safety net for residents.


Also, reflecting voices from the field about various inconveniences in daily life due to the increase of single-person and elderly households, he plans to operate a mobile support center for daily civil complaints that the district office can directly resolve.


Fifth, he plans to build a residents’ culture and sports promotion center for cultural and sports enthusiasts, providing creative and community spaces, practice rooms, and media video production studios for cultural artists, as well as health classes, gyms, functional sports offices, and community spaces to coach residents’ health.


Sixth, the most important is the formation of the “District Administration Development Communication Committee.” Kim Kyung-ho pledged, “Nothing can be achieved without the residents’ participation to solve the pressing local issues. I will gather wisdom with the local opinion leader group and start the great journey of Gwangjin’s development focusing solely on the residents.”


Along with this, he stated, “Regarding 77 practical pledges in 7 areas including expansion of daycare centers, top-tier education districts, senior care services, and customized welfare systems, I will inform the residents directly after the candidate is confirmed.”

It is now time to replace the 12 years of Democratic Party local power to promote the happiness of Gwangjin residents and the revolutionary development of Gwangjin-gu.


Kim Kyung-ho, trusted and chosen by Mayor Oh Se-hoon, solemnly declares as a preliminary candidate for Gwangjin District Mayor that he will take responsibility for Gwangjin’s development and open a happy tomorrow for the residents.


I, Kim Kyung-ho, have experience working as Deputy Mayor of Gwangjin-gu, so I know better than anyone the frustrations of residents and the long-standing local projects, making me a tailored candidate who can work skillfully from the start upon election.


Considering the low financial independence of autonomous districts, the capability and network to bring budgets and projects through cooperation with Seoul City and the central government are urgently needed.

Therefore, having worked in key Seoul City departments for 30 years as Head of Urban Transportation Headquarters, Director of Welfare and Health Office, Head of Waterworks Business Headquarters, and Secretary General of the City Council, and having formed extensive human networks, I believe I can perform this role better than anyone else.


Moreover, having served as President of Seoul Agricultural and Marine Products Corporation, I am familiar with the real economy through public enterprise management experience, so I am confident I can devise regional economic revitalization measures that self-employed and small business owners desire better than anyone.

Thus, as I embark on the great journey of Gwangjin’s development, I present to the 350,000 residents of Gwangjin the following broad directions for my work.
