[Asia Economy Reporter Jong-il Park] Gangseo-gu, Seoul (Mayor Noh Hyun-song) received the highest grade, SA, in the '7th Local Government Heads' Pledge Fulfillment and Information Disclosure Evaluation' conducted by the Korea Manifesto Practice Headquarters.
Since receiving the highest grade (SA) in the comprehensive pledge fulfillment evaluation in 2012, the district has earned the honor of '11 consecutive years of highest grade,' once again establishing its unique status as a 'Trustworthy Administration Leading District' both domestically and internationally.
This evaluation was conducted by a manifesto evaluation team composed of experts and activists, focusing on pledge fulfillment data posted on the websites of local governments nationwide as of the end of December 2021. It holds great significance as it assessed the pledge fulfillment performance of local government heads at the conclusion of the 7th local government term.
The evaluation criteria included five areas: ▲Pledge Fulfillment Completion (100 points) ▲2021 Goal Achievement (100 points) ▲Resident Communication (100 points) ▲Web Communication (Pass/Fail) ▲Pledge Consistency (Pass/Fail). Based on the combined results of these areas, the overall evaluation was classified into five grades: SA, A, B, C, and D.
The district achieved a total score of over 90 points, recording the highest level of pledge fulfillment performance with an 'SA grade.'
In particular, the pledge fulfillment completion rate was 92.1%, significantly surpassing the national average of 71.72% and the Seoul average of 84.94%, earning high marks in the pledge fulfillment field.
Additionally, the district ensured that adjustments to pledge projects underwent democratic procedures through resident juries and regularly disclosed the results of self-evaluations of pledge projects, demonstrating outstanding performance in resident communication and web communication areas.
Mayor Noh Hyun-song said, “Thanks to the passionate dedication and efforts of all staff, we were able to faithfully fulfill our firm promises to residents over a long period,” adding, “I will do my best to keep our promises to residents until the last day of my term.”
Gwangjin-gu achieved the highest grade, 'SA,' for the fourth consecutive year in the '2022 Nationwide Local Government Heads' Pledge Fulfillment and Information Disclosure Evaluation' conducted by the Korea Manifesto Practice Headquarters.
Since February, the Korea Manifesto Practice Headquarters has evaluated local government heads nationwide in five areas: ▲Pledge Fulfillment Completion ▲2021 Pledge Goal Achievement ▲Resident Communication ▲Web Communication ▲Pledge Consistency, classifying results into five grades from SA to D.
In this year's evaluation, Gwangjin-gu received a comprehensive score of over 90 points, achieving the highest grade, 'SA,' for the fourth consecutive year.
Gwangjin-gu achieved a pledge fulfillment rate of 97%, outperforming the average of other Seoul districts (85%), and was highly evaluated for its efforts to implement objective evaluations of pledge fulfillment and realize trustworthy administration.
Based on the fundamental principle that 'the center of district administration is the residents,' the district faithfully implements 68 pledge projects across eight major areas: regional value, welfare, safety, education, culture, sports, jobs, and administration.
In particular, to ensure objective and fair pledge fulfillment, the district communicates with the '7th Local Government Pledge Fulfillment Evaluation Team' composed of experts and residents, conducts self-inspections of progress, and transparently discloses all pledge details, including fulfillment status, on its website for public access.
A Gwangjin-gu official said, “By listening to the voices of residents and striving to become a district that satisfies them, we have achieved the highest grade for four consecutive years,” adding, “Going forward, Gwangjin-gu will continue to prioritize residents and do its best to become a district that residents can take pride in.”
Dongjak-gu (Mayor Lee Chang-woo) received the highest grade (SA) in the '2022 Nationwide Local Government Heads' Pledge Fulfillment and Information Disclosure Evaluation' conducted by the Korea Manifesto Practice Headquarters.
The Korea Manifesto Practice Headquarters analyzed and evaluated the pledge fulfillment status as of the end of December 2021 for 226 local government heads nationwide and announced the results on the 1st of this month.
The evaluation criteria included five areas: ▲Pledge Fulfillment Completion ▲2021 Pledge Goal Achievement ▲Resident Communication ▲Web Communication ▲Pledge Consistency, with results classified into five grades from SA to D.
The district received balanced scores across all areas, achieving the highest grade, SA, and was selected as a top-grade district for three consecutive years from 2020 to this year.
Dongjak-gu set the direction for the 7th local government term with five strategic tasks: ▲Commercial Central City ▲Educational Innovation City ▲Comprehensive Welfare City ▲Balanced Development City ▲Safe Village City, and promoted 87 pledge projects, achieving a high fulfillment rate of 81.6% as of December 2021.
Notably, resident-friendly policies such as ▲Operation of free shuttle welfare buses ▲Expansion of Dongjak-gu-style public housing supply ▲Support for elementary school care services through the expansion of Kiwoom Centers, as well as local long-standing projects like ▲Expansion of libraries by living area ▲Expansion of Sadang-ro ▲Expansion of Sinsangdo Underpass (photo) were realized, receiving great responses from residents.
Additionally, major projects that change Dongjak's future urban structure, such as ▲Creation of Jangseungbaegi Comprehensive Administrative Town ▲Tourism development around Yongyangbongjeong ▲Construction of Sadang-dong Public Complex Building, were put on the right track, leading to macro-level changes.
Last September, the district won the Excellence Award in the 'Community Strengthening' category at the '2021 Nationwide Local Government Heads Manifesto Best Practices Competition.'
Under the theme 'Dongjak-gu, Asking Residents for Directions,' the district was highly evaluated for focusing on cases where local government and residents jointly solved community issues through public forums such as ▲Public-Private Cooperation Resident Forums ▲Operation of Resident Autonomy Committees ▲Holding Resident General Assemblies.
Mayor Lee Chang-woo said, “The good results are due to efforts to communicate with residents, the demanders, from policy formulation to operation,” adding, “I will do my best to fulfill promises to residents so that remaining tasks are completed without fail until the end.”
