According to the legal community on the 4th, the Suwon District Prosecutors' Office Seongnam Branch issued a non-prosecution decision on the 30th of last month regarding former Secretary Kim, who was accused of violating the Act on the Prevention of Corruption and the Establishment and Operation of the Anti-Corruption and Civil Rights Commission.
Former Secretary Kim was suspected of purchasing a "maengji (盲地)"?a blind spot land?near the development area of Songjeong-dong, Gwangju-si, Gyeonggi-do, by conspiring with an acquaintance to use a name-trust method.
However, the prosecution judged that there was no evidence that former Secretary Kim engaged in real estate speculation with prior knowledge of the development plan.
Earlier, the Gyeonggi Nambu Provincial Police Agency, which first investigated former Secretary Kim's case, had already concluded in September last year that there was insufficient evidence and found no charges.
However, after the accuser filed an objection, the Seongnam Branch directed the police to conduct a supplementary investigation once, and after reconsideration, made a final decision of no charges.
