[Asia Economy Reporter Park Jong-il] Lee Chang-hak, former chief secretary of the Seoul Metropolitan Council (Grade 1), declared his candidacy on the 30th of last month for the mayoral election of Jung-gu, Seoul, as a People Power Party candidate. He served at Seoul City Hall (110 Sejong-daero, Jung-gu) for 30 years.


With the slogan “Running as a 30-year Seoul expert and Jung-gu expert,” preliminary candidate Lee Chang-hak graduated from Seoul National University’s Department of Political Science, passed the 31st Administrative Examination and the 24th Foreign Service Examination, and worked at Seoul City Hall for 30 years.


Afterwards, he served as an invited professor of Urban Sociology at the University of Seoul and was recruited as a talent by the People Power Party (September 16, 2021). He is challenging the Jung-gu mayoral election in the June 1 local elections.


During his tenure at Seoul City, this preliminary candidate held key positions including chief secretary of the Seoul Metropolitan Council, head of the Waterworks Business Headquarters, head of the Culture, Sports and Tourism Headquarters, director of the Education Cooperation Bureau, director of the Administration Bureau, spokesperson of Seoul City, officer in charge of Climate and Energy, evaluation officer, and secretary to the Prime Minister, making him a candidate with a solid bureaucratic background.


He pledged to utilize the administrative experience he gained over 30 years as a Seoul city official to realize “integration and coexistence” administration in Jung-gu, where he lives with his family, promising to make Jung-gu a community that everyone can be proud of and live comfortably in.


This preliminary candidate said he will implement a “partner district administration, consulting district administration” by visiting residents in Jung-gu and seeking alternatives together on-site, stating that “Lee Chang-hak who works well” will restore Jung-gu to the center of Seoul through dialogue and cooperation.


He said, “I will start by restoring the local commercial districts that have been depressed due to COVID-19 and recovering the daily lives and spirits of residents,” promising a “space upgrade” to realize the potential and value of Jung-gu and a “Young Companion Jung-gu Project” to create opportunities for youth to pursue their dreams.


Lee Chang-hak emphasized, “As a 30-year Seoul expert, I, Lee Chang-hak, will take the lead in practicing happiness for the residents of Jung-gu as an expert of Jung-gu.”


Regarding residents’ lives, this preliminary candidate presented several key directions for district administration, including a “commercial district revival project,” “lifelong education programs,” “self-directed learning top Jung-gu,” optimized “care services,” and “customized welfare programs for socially vulnerable groups.”

30-year Seoul expert! Running as a Jung-gu expert, Lee Chang-hak.


Dear residents of Jung-gu, hello.

I am Lee Chang-hak, the People Power Party preliminary candidate for Jung-gu mayor.

Today, I have come to directly inform you of my candidacy for the 8th term mayoral election of Jung-gu, Seoul.


I have worked as a Seoul city official for the past 30 years.

With the determination and commitment to make Jung-gu, where I live (residence: Yaksu Heights), a proud and livable community by applying the administrative know-how I have felt and acquired over the years, I stand here today.

I will work ‘together’ with the residents and create the district administration with ‘all’ residents.


Residents of Jung-gu!

Over the past 30 years, I have served as chief secretary of the Seoul Metropolitan Council, head of the Waterworks Business Headquarters, head of the Culture, Sports and Tourism Headquarters, director of the Education Cooperation Bureau, spokesperson, director of the Administration Bureau, officer in charge of Climate and Energy, and evaluation officer, holding key administrative responsibilities in Seoul City. I have also managed overall autonomous district affairs as deputy mayor of Dongjak-gu. As chief secretary of the Seoul Metropolitan Council, I gained valuable experience supporting the legislative activities of council members elected by Seoul citizens.


Cooperation between the executive branch and the council is extremely important for the residents.

However, in our Jung-gu, the council and the executive branch have not been like the two wheels of a cart,

but have fought like spear and sword.

The damage from this has fallen entirely on the residents.


Dear residents of Jung-gu!

I, Lee Chang-hak, will realize a resident-centered administration of ‘integration and coexistence’!

Unlike the current mayor from the Democratic Party who confronts the district council and leads district administration into conflict and catastrophe, such scenes will never be seen.

Based on 30 years of administrative experience, I will mediate conflicts through dialogue and cooperation and lead Jung-gu administration without party divisions.


I served as secretary to Prime Minister (Mayor) Ko Gun for 4 years and 4 months, learning much from his mastery of administration, his attitude toward city governance and national affairs, his approach to problems, and his way of gathering wisdom.

This valuable experience will be a great asset in managing Jung-gu as mayor.


I, Lee Chang-hak, will make our proud Jung-gu

a resident-centered district, the center of Seoul tourism, and a hub for economic activities.


First,

I will restore the local commercial districts that have suffered due to COVID-19 and recover the daily lives of exhausted residents,

starting with healing the hearts depressed by COVID blues.


Second,

I will promote the ‘Commercial District Revival Project’ to revitalize the representative commercial areas of Jung-gu such as Namdaemun, Myeongdong, and Dongdaemun, bringing people back.


Third,

I will implement a strategic innovation of spaces called ‘Space Upgrade’ to resolve the aging spaces in Jung-gu and realize its potential and value.


Fourth,

I will launch the ‘Young Companion Project’ to create opportunities for young people to pursue their dreams, providing chances to work, learn, and develop competitiveness.


To this end, I will establish cooperative programs with companies to expand employment opportunities for youth.


Fifth,

I will promote ‘customized welfare programs for socially vulnerable groups’ targeting children, seniors, and single-person households to improve daily life and eliminate risks.


Sixth,

I will operate a ‘Jung-gu-type lifelong education program’ for the 4th industrial era.

I will make local libraries the center of lifelong and universal education for residents. Within these spaces, mothers and children, youth, and seniors will be able to participate in lifelong education programs applicable to the 21st-century 4th industrial era, enabling Jung-gu residents to enjoy a life suited to the times.


Seventh,

I will alleviate worries related to children’s education.

Drawing on my experience as director of the Education Cooperation Bureau where I established the school security officer system,

I will ensure thorough support for the ‘Urban School Support Project’ within the district.

Also, I will implement “Self-Directed Learning Top Jung-gu” to help students develop their study abilities independently.


Eighth,

I will upgrade care services for children and seniors.

By optimally combining excellent personnel, systems, and facilities,

parents, children, and seniors will be able to receive safer, more comfortable, and pleasant care services.


Today, I have spoken about several matters directly related to the lives of residents.

I will have opportunities later to explain my overall pledges in detail.


Dear residents of Jung-gu!


I, Lee Chang-hak, have experience operating public organizations and planning and implementing policies as a responsible official.

Only a real worker like me

can properly solve the problems Jung-gu faces.

Many issues in Jung-gu must be promoted in close cooperation with Seoul City.

In this regard, I am the best candidate.


The place where a district mayor should be is the site where problems exist.

In solving problems, I will not administer ‘sitting down’ but will visit and

seek alternatives together with residents and experts on-site,

implementing ‘consulting district administration, partner district administration.’


The center of Seoul, Jung-gu!

Who is Lee Chang-hak?


People Power Party recruited talent Lee Chang-hak


Born in 1963 in Buyeo-gun, Chungcheongnam-do, he is an elite public official with a bachelor’s degree in political science from Seoul National University and a master’s degree in public administration from Seoul National University’s Graduate School of Public Administration. After passing the administrative and foreign service examinations, he worked at Seoul City Hall for 30 years. Afterwards, he served as an invited professor of Urban Sociology at the University of Seoul and was recruited as a talent by the People Power Party to run for Jung-gu mayor in the June 1 local elections.

Preliminary candidate Lee Chang-hak, who launched his candidacy with the slogan “30-year Seoul expert, Jung-gu expert,” is a career bureaucrat who held positions such as chief secretary of the Seoul Metropolitan Council, head of the Waterworks Business Headquarters, head of the Culture, Sports and Tourism Headquarters, director of the Administration Bureau, spokesperson, director of the Education Cooperation Bureau, officer in charge of Climate and Energy, and evaluation officer during his tenure at Seoul City.

As head of the Seoul Waterworks Office with about 1,900 employees, he oversaw water supply policies for 10 million Seoul citizens. As a bureaucrat, he gained expertise as chief secretary of the Seoul Metropolitan Council and deputy mayor of Dongjak-gu, resolving residents’ complaints and developing professionalism as a basic local government head.

Lee Chang-hak is also known as an administrator recognized by former and current mayors. He served as secretary to former Prime Minister (Mayor) Ko Gun and was trusted enough to be dispatched from Seoul City Hall to the Prime Minister’s Office when Ko was appointed Prime Minister.

He is especially praised for his excellent conflict management and crisis resolution skills, having led on-site during incidents such as the Seoul Philharmonic Orchestra strike and the Mullae-dong tap water accident, resolving conflicts effectively.

For Lee Chang-hak, Jung-gu is both the full stop and exclamation mark of his 30-year administrative career. Starting as a junior officer at Seoul City Hall, he retired after 30 years of Seoul city administration and chose Jung-gu as the place to spend his retirement, currently living with his family in an apartment near Yaksu Station.

To run for Jung-gu mayor, preliminary candidate Lee Chang-hak resigned from his position as invited professor at the University of Seoul’s Department of Urban Sociology. He pledges to use his 30 years of administrative experience to make Jung-gu a better and happier area. He is determined to create living conditions in Jung-gu that are more livable and instill pride in residents, committing to becoming a Jung-gu expert. Combining his 30 years of Seoul city administrative experience with Jung-gu’s district administration, he hopes to complete his public service career by implementing a ‘great transformation of Jung-gu’ that restores Jung-gu properly as the center of Seoul through cooperation with Seoul City and unity with residents.
