Seoul City Enhances 'Public Safety Capabilities' Through Field Case-Centered Training for Autonomous Police Officers


[Asia Economy Reporter Lim Cheol-young] Seoul City announced on the 3rd that it will actively promote Seoul's autonomous police education for autonomous police officers of the Seoul Metropolitan Police Agency and Seoul City employees to facilitate the early establishment of the autonomous police system. The city plans to enhance understanding of the autonomous police system and strengthen the human rights protection capabilities of autonomous police officers through the development of 'online autonomous police education content' and the operation of 'visiting autonomous police schools.'


Seoul City will develop educational content by July so that frontline autonomous police officers, who find it difficult to complete autonomous police education due to frequent emergency dispatches and shift work, can receive education regardless of time and place. By August at the latest, it plans to open and operate online courses on the Seoul Metropolitan Police Agency and Police Education Portal.


By operating 'visiting autonomous police schools' in five regional units, police officers from 31 police stations within Seoul will be able to conveniently study near their workplaces or residences. This educational opportunity is expected to serve as a platform for frontline autonomous police officers to enhance their pride and sense of belonging as autonomous police and to carry out citizen-centered policing activities that approach citizens more closely.


The Seoul Autonomous Police Committee, which prioritizes human rights police, selected police officers with specialized human rights knowledge as 'peer human rights instructors' in March to operate a 'human rights protection education program' optimized for autonomous police. From June onward, it plans to provide more practical and in-depth human rights education to frontline police officers using these 'peer human rights instructors.'


Seoul City has also opened an 'autonomous police curriculum' at the Seoul Human Resources Development Institute since February to broaden the understanding of autonomous police affairs not only among autonomous police officers but also among Seoul City employees. Additionally, it plans to hold 'special lectures by autonomous police experts' for all employees of the Seoul City Hall and autonomous districts.


Kim Hak-bae, Chairman of the Seoul Autonomous Police Committee, said, "For the autonomous police system, which was implemented last July, to be established quickly, it is necessary for police officers working on the front lines of public safety to have a sufficient understanding of the reasons, purposes, and intentions of implementing the autonomous police system. Therefore, an educational environment where anyone can easily learn anytime must be created." He added, "We will continue to lay the foundation for creating a safe city Seoul through various autonomous police education programs centered on field cases."
