[Asia Economy Reporter Park Jong-il] Yongsan-gu (District Mayor Seong Jang-hyun) has developed the nation's first one-stop pre-registration reservation system for real estate brokerage business based on the Ministry of Land, Infrastructure and Transport's Seumter system, and began operation on the 22nd.
This is to improve administrative service satisfaction and streamline civil complaint processing.
The one-stop pre-registration reservation system for real estate brokerage business is linked with the Seumter system, which allows inquiry of building use and violation status before reporting, so it is expected to prevent lease contract disputes and financial losses.
The district negotiated with the Ministry of Land, Infrastructure and Transport from October to the end of 2021 to develop the system without budget and started pilot operation in January 2022. So far, 30 civil complaints have been processed using the pre-registration reservation system for real estate brokerage business.
A district official emphasized, "Other autonomous districts also operate one-stop systems for real estate brokerage business, but the methods vary. This is the first time to allow pre-judgment of whether the store can register as a real estate brokerage business."
Residents who want to register a brokerage office usually have to visit the district office more than twice for inquiries about required documents, application form submission, and certificate receipt, but using the pre-registration system, civil complaints can be handled with one visit.
When a civil complainant selects the desired opening date of the real estate brokerage business through the system, the responsible official reviews registration criteria and disqualification reasons in advance for the reserved complaint.
Residents who wish to make a pre-reservation can apply anytime on the district website under the category-specific information.
The district plans to expand usage by utilizing QR codes for access and to upgrade the system so that certificates can be received without visiting in person.
Yongsan District Mayor Seong Jang-hyun said, "Demand for non-face-to-face administrative processing is increasing due to COVID-19," and added, "We will continue to develop administrative services that can improve civil complaint satisfaction and administrative efficiency."
Songpa-gu (District Mayor Park Seong-su) announced on the 23rd that it will recruit (preliminary) youth startup companies to participate in the ‘2022 Songpa Youth Startup Challenge Project’ until March 4.
Park Seong-su, Mayor of Songpa-gu, said, "Many early-stage startups face difficulties due to lack of funds even after successful research and development," and explained the background of the project, "We will actively support youth startup companies with excellent ideas and technologies at the local government level so that their dreams are not broken."
The ‘Songpa Youth Startup Challenge Project,’ started by the district in 2019, supports youth with promising business items and technologies to start businesses. It targets youth startup companies in ICT, APP, platform development, mobile games, software, metaverse, and more.
This project has been well received as it provides youth entrepreneurs with opportunities to challenge and serves as a stepping stone to overcome early startup difficulties. Especially last year, the district supported five youth startups struggling to attract investment due to COVID-19. Among them, one company’s sales grew by 355%, and others achieved social venture certification from the Ministry of SMEs and Startups or completed business registration.
This year, five teams will be selected and supported with up to 20 million KRW per team. The support funds can be used for various development costs during commercialization, capital goods rental such as machinery and equipment, and promotion and marketing expenses for market entry and sales channel development.
Applicants must be early-stage startups (companies) within three years of establishment located in Songpa-gu or preliminary startups (teams) planning to start a business in Songpa-gu, with the representative aged 39 or younger. Applications can be submitted by email by March 4 after checking the notice on the Songpa-gu website.
The district plans to conduct a first screening based on feasibility, validity, creativity, and employment effect, followed by a second face-to-face interview to make the final selection. Selected companies will sign an agreement with the district and use the support funds to promote their business until November. A performance presentation on the project results will be held in December.

Dongjak-gu (District Mayor Lee Chang-woo) announced on the 23rd that it received the highest grade (S grade) for three consecutive years in the 2021 Autonomous Internal Control Evaluation hosted by the Ministry of the Interior and Safety, ranked first among Seoul’s autonomous districts, and was honored with the Prime Minister’s Award.
‘Autonomous internal control’ is a system to enhance administrative transparency and efficiency by preventing errors or corruption in work processes through ▲Cheongbaek-e system ▲self-diagnosis system ▲public official self-management system utilization.
The evaluation was conducted on 243 local governments nationwide based on three criteria: ▲establishment of operational foundation ▲internal control activities ▲activation of internal control.
The district scored excellently in all categories, especially improving individual ethical activity performance through its own integrity policy, the ‘Mandatory Integrity Education System,’ and monthly ‘Integrity Quizzes.’ It also increased accessibility to integrity through ‘Integrity Live’ programs such as concert-style integrity education, a modern reinterpretation of the pansori ‘Byeoljubu-jeon,’ and the play ‘Vitamin’ which emotionally explores integrity and ethics.
By building the ‘Cheongbaek-e system’ that links administrative information systems for real-time monitoring, the district achieved 100% rates in ▲action ▲approval ▲confirmation. It also promoted ‘one scenario per department (dong)’ to discover various administrative system scenarios for preventive administration.
Yoo Jae-cheon, Audit Officer, said, “Thanks to the efforts of all Dongjak-gu employees to establish and activate the autonomous internal control system, we were able to receive the highest grade for three consecutive years. We will not be complacent with this evaluation and will do our best to implement trustworthy and clean administration for residents.”
Meanwhile, last year, the district achieved a ‘triple crown’ in external evaluations by receiving ▲the highest grade for three consecutive years in the Anti-Corruption and Civil Rights Commission’s integrity measurement for autonomous districts ▲the best and excellent awards in the Board of Audit and Inspection’s self-audit activity evaluation ▲the highest grade for three consecutive years in the autonomous internal control evaluation.
This year, the district plans to continue the tradition of ‘Clean Dongjak’ trusted by residents by forming an autonomous internal control committee for stable internal control operation and expanding the scope of public official ethical activities to include proactive administration.
Dobong-gu (District Mayor Lee Dong-jin) held the ‘2022 Dong Welfare University Consortium’ agreement ceremony on the 22nd at the Seoninbong Hall of Dobong-gu Office to revitalize resident-led neighborhood community welfare councils.
‘Dong Welfare University’ is a project to strengthen resident participation from discovering local agendas to establishing and implementing welfare plans, aiming to promote resident-led local welfare development.
Dobong-gu’s Dong Welfare University started with two neighborhoods in 2019, expanded to eight neighborhoods in 2020, and has been promoted in all 14 neighborhoods since 2021. Currently, four welfare institutions (▲Bangagol Comprehensive Social Welfare Center ▲Changdong Comprehensive Social Welfare Center ▲Dobongseowon Comprehensive Social Welfare Center ▲Dobong Disabled Comprehensive Welfare Center) participate.
In this consortium, 14 neighborhood community service centers, 14 neighborhood community welfare councils, and four comprehensive welfare centers (Bangagol, Changdong, Dobongseowon, Dobong Disabled) are matched 1:1 and signed a tripartite agreement to actively cooperate in the overall operation of the 2022 Dong Welfare University under mutual respect and trust.
Based on the agreement, neighborhood community welfare council members will act as ‘practitioners’ who participate in and promote the discovery of local welfare agendas, welfare plan establishment, and implementation; ‘dong community service centers’ will serve as ‘administrators’ supporting administrative tasks with local influence and driving power; and comprehensive welfare centers will perform the role of ‘facilitators’ by providing advice and consultation as social workers for resident organization and supporting public-private cooperation networks in operating Dong Welfare University.
On the day, appointment letters were also awarded to professional committee members (responsible social workers) of the four comprehensive welfare centers.
Lee Dong-jin, Mayor of Dobong-gu, said, “With this agreement ceremony as a turning point, the neighborhood community service centers, neighborhood community welfare councils, and welfare institutions will become the main bodies of the consortium based on four years of experience and best practices, fulfilling their respective roles. Mapo-gu (District Mayor Yoo Dong-gyun) announced that it will promote the ‘2022 Apartment Support Project’ targeting apartments and other multi-family housing.
According to the 2021 Mapo Statistical Yearbook, there are about 70,000 apartment households in Mapo-gu, accounting for 58% of the total approximately 120,000 residential households. The district plans to improve residential welfare for residents living in apartments through this project.
The main projects are divided into ▲maintenance of common facilities in multi-family housing ▲activation of apartment communities ▲operation of expert advisory groups for multi-family housing.
The district supports 50% to up to 70% of the maintenance project costs for common facilities in multi-family housing with 30 or more households. Last year, it supported 31 projects in 29 complexes, including security office and senior citizen center environment improvements, CCTV and security light repairs, and sidewalk block replacements, enhancing resident safety and convenience.
This year’s main projects include ▲outdoor sewer repair and dredging ▲senior citizen center and outdoor exercise facility repairs ▲installation and improvement of facilities for the disabled, energy saving, bicycle roads, etc. ▲repair of disaster safety facilities such as fences and retaining walls ▲road and security light repairs ▲tree planting.
Community activity program operating expenses proposed by residents living in multi-family housing with 150 or more households will be supported up to 8 million KRW. Last year, eight projects were carried out in eight complexes, including flowerbed decoration, pet plant cultivation, health gymnastics, and hobby classes.
This year, special emphasis is placed on restoring neighborly relationships disrupted by the prolonged COVID-19 pandemic, divided into categories such as ▲communication/resident harmony ▲eco-friendly practice/experience ▲hobby/startup ▲education/childcare ▲health/exercise ▲neighbor help/social service ▲mixed fields.
Additionally, programs such as building a pleasant working environment and campaigns respecting the human rights of management workers responsible for security and safety within complexes have been added to promote coexistence.
The advisory group, composed of architectural mechanical equipment engineers, elevator engineers, landscaping engineers, certified public accountants, certified tax accountants, and housing counselors, provides advice on multi-family housing management fields such as construction, services, and community activation. However, disputes, general consultations, redevelopment, reconstruction, and remodeling are excluded from advisory scope.
The application period for the multi-family housing maintenance project and apartment community activation project is until March 31. The district will review the feasibility and appropriateness of applications, conduct on-site investigations, and decide support targets and amounts through the multi-family housing support review committee, prioritizing complexes that have not participated in projects in the last five years and those with 100 or fewer households.

Geumcheon-gu (District Mayor Yoo Seong-hoon) announced that it will publicly recruit the ‘Tongtong Hope Narae Group,’ which delivers warm care to local residents, from February 24 to March 4.
The Tongtong Hope Narae Group refers to local welfare leaders who check on neighbors in need, discover and connect local private resources, and identify welfare blind spots to care for vulnerable groups.

Applicants must meet all four qualifications as of the announcement date (February 24, 2022): ▲resident registered in the desired neighborhood ▲continuous residence in Geumcheon-gu for more than three years ▲familiar with local conditions and enthusiastic about volunteering and welfare promotion ▲two years have passed since six years of activity in the Tongtong Hope Narae Group. Additional points are given to those with volunteer experience or work experience in social welfare institutions and facilities.
Residents wishing to participate can download the application form from the ‘Notices and Announcements’ section on the Geumcheon-gu website, fill it out, and submit it with required documents in person to the Welfare Policy Division on the 7th floor of Geumcheon-gu Office or the local community service center.
Geumcheon-gu will conduct a first document screening and a second interview screening, announce the final successful candidates on March 17 on the district website, and notify them individually.
Selected residents will be prioritized for six to start activities this year, considering interview scores and neighborhood situations (preliminary candidates and vacancies). The remaining will be selected as reserves and will participate if current members expire or withdraw. Activities are four hours a day, three days a week, with a monthly allowance of 250,000 KRW for minimal expenses such as transportation, supplies, and phone bills.

Gangseo-gu, Seoul (District Mayor Noh Hyun-song) announced that it will hold a ‘Big Data Utilization Idea Contest’ from the 24th to March 25.
With the advent of the 4th Industrial Revolution, information and communication technology is rapidly developing, generating countless data in real time.
Accordingly, the district prepared this contest to seek ways to appropriately utilize big data in district administration based on residents’ opinions.
The contest aims to discover creative ideas and services that use public and private data to solve residents’ inconveniences and contribute to district development.
The contest is open on any big data-related topic. Participants can freely present ideas that utilize open public data to solve inconveniences in Gangseo-gu and contribute to public interest and development.
Any resident interested in Gangseo-gu can participate, and companies and organizations are also eligible. Applications can be made individually or in teams of up to four members.
Applications are accepted from the 24th to March 25 via the Gangseo-gu website under ‘Communication and Participation - Event Registration - Online Application.’

A district official said, “We hope many creative big data utilization ideas that help residents’ daily lives will be proposed through this contest. We will actively reflect the selected excellent ideas in policies to establish data-driven administration throughout the district.”
Yangcheon-gu (District Mayor Kim Soo-young) announced that from April 14, fines for vehicles violating automobile inspection (comprehensive, regular) will increase according to the revision of the Enforcement Decree of the Automobile Management Act.
Regular automobile inspections are mandatory for vehicle owners. Private cars must be inspected four years after new registration and every two years thereafter, while other vehicles must be inspected once a year or every six months depending on vehicle type and age.
Fines for violations will increase as follows: ▲from 20,000 KRW to 40,000 KRW if within 30 days after the inspection deadline ▲from 10,000 KRW to 20,000 KRW for every three days exceeding 30 days.
Also, the maximum fine imposed when more than 115 days have passed since the inspection expiration date will double from 300,000 KRW to 600,000 KRW.
The validity period of automobile inspection is indicated on the vehicle registration certificate and can also be checked on the Korea Transportation Safety Authority website. Additionally, a text message notification service is available to check the inspection period in advance.
