Telecom 3 Companies' Authentication Service Pass Now Includes Resident Registration Card

The three major telecom companies announced on the 10th that their authentication service PASS will add the Resident Registration Card following the mobile driver's license. The three telecom companies signed a business agreement with the Ministry of the Interior and Safety at SK T Tower in Jung-gu, Seoul, on the same day to enhance the security and promote the use of the 'Resident Registration Card Mobile Verification Service.'
Through this agreement, the three telecom companies and the Ministry of the Interior and Safety will strengthen security measures such as identity verification and device authentication to ensure that the service can only be used on one smartphone registered under the user's name, and will work together to expand the institutions (public and private) utilizing the service.
The three telecom companies and the Ministry of the Interior and Safety plan to conduct a pilot service in April this year, launch the official service through the Government24 app in the first half of the year, and through the private platform PASS app in the second half.
Prior to the agreement, the Ministry of the Interior and Safety established the legal basis for introducing the 'Resident Registration Card Mobile Verification Service' and created an institutional foundation allowing it to have the same effect as a physical resident registration card when identity verification is required, through partial amendments to the 'Resident Registration Act.'
The 'Resident Registration Card Mobile Verification Service' functions to verify the details recorded on the resident registration card (name, photo, resident registration number, address, issue date, issuing authority) and their authenticity without the need for the physical card.
Users will verify their identity through Government24 or PASS, then display the identity verification number (QR code) and the details recorded on the resident registration card on the screen to authenticate their identity or verify authenticity by scanning the QR code.
The three telecom companies and the Ministry of the Interior and Safety plan to use the verification service for ▲ submitting civil documents or issuing certificates recognizing qualifications ▲ verifying age of majority in daily life such as convenience stores and restaurants ▲ identity verification when boarding at airports and passenger terminals ▲ confirming identity in contracts or transactions between individuals.
The Ministry of the Interior and Safety is currently consulting with related ministries and private institutions to enable the use of the verification service at financial institutions, airports, passenger terminals, convenience stores, and more, and plans to hold a joint briefing session with the three telecom companies for demand institutions in February.
The three telecom companies stated, "We are pleased to be able to provide convenient and safe public services to the public through cooperation with the Ministry of the Interior and Safety," adding, "Currently, the PASS app has 36 million users, and the PASS mobile driver's license users have reached 3.7 million."
