[Asia Economy Reporter Park Jong-il] Dobong-gu (Mayor Lee Dong-jin) has implemented the 'Individual Official Land Price SMS Notification Service' since 2022 to prevent residents from suffering disadvantages caused by missing the period for submitting opinions or filing objections regarding individual official land prices.
The Individual Official Land Price SMS Notification Service is a service that provides information via text messages about the viewing of individual official land prices, the determined and announced prices, and the periods for submitting opinions and objections.
Notification messages are sent according to the announcement and determination dates of individual official land prices: for land prices as of January 1, messages are sent in March and April; for land prices as of July 1, messages are sent in September and October.
Applicants eligible for this service are landowners and stakeholders who wish to receive SMS notifications regarding individual official land prices of land located in Dobong-gu. Those who want to use the service can apply through the Dobong-gu website, by mail or fax, or by visiting the Real Estate Information Division at Dobong-gu Office.
Lee Dong-jin, Mayor of Dobong-gu, stated, “We hope that the implementation of the Individual Official Land Price SMS Notification Service will significantly reduce the time, economic effort, and costs for our residents.”
Songpa-gu (Mayor Park Sung-soo), which is actively promoting youth policies such as the nation’s first ‘Coming-of-Age Support Fund,’ will this year provide support for reducing brokerage fees on housing leases to stabilize housing for single-person youth households.
As of 2019, the number of single-person youth households in Songpa-gu was 33,561, accounting for 48.7% of all single-person households in the district. Particularly, with the trend of single-person youth households concentrating in urban areas for education and employment, housing stability has emerged as a new issue.
Accordingly, Mayor Park Sung-soo judged that proactive policy support is necessary and is implementing a brokerage fee reduction project in cooperation with the Songpa branch of the Korea Association of Realtors.
The support targets youth aged 19 to 39 among single-person households in the district. For lease contracts under 100 million KRW, at least 20% of the brokerage fee will be reduced or provided free of charge. For example, for a 100 million KRW contract, support ranging from a minimum of 60,000 KRW to a maximum of 300,000 KRW can be received.
This support is carried out through voluntary participation of local real estate offices.
The district plans to disclose the status of participating real estate offices on the ‘Seoul Single-Person Household’ and ‘Songpa-gu Office’ websites so that single-person youth households can receive tailored support.

Additionally, the district will provide educational materials to participating real estate offices to ensure safe contract preparation, verification, and explanation of brokerage objects for youth lease protection.
Park Sung-soo, Mayor of Songpa-gu, said, “We are discovering various customized supports in line with the increasing trend of single-person youth households,” and added, “We will work harder to help many young people establish themselves stably and grow their futures in Songpa-gu.”
This year, residents can apply for building numbers and detailed addresses simultaneously, so they do not need to visit the district office multiple times. Also, the processing period has been drastically reduced from 28 days to 10 days.
Dongjak-gu (Mayor Lee Chang-woo) announced on the 7th that it will activate a one-stop service that unifies the application forms for building number and detailed address assignment starting this month to alleviate residents’ inconvenience.
The detailed address assignment system assigns detailed addresses (building, floor, unit) to places like one-room or multi-family houses, similar to apartments, and uses them as legal addresses.
Previously, the timing, methods, and procedures for assigning building numbers and detailed addresses differed, and detailed addresses were not assigned promptly, causing inconvenience during tenants’ move-in registration. Also, mail was sometimes misdelivered, and in emergencies, disaster authorities had difficulty locating exact locations.
Accordingly, the district prepared the one-stop service to simplify the road name address application methods and procedures focused on resident convenience. The one-stop service applies to newly constructed buildings requiring building numbers and detailed addresses, such as one-room, multi-family, and multi-unit houses.

Oh Bok-seok, head of the Real Estate Information Division, said, “With the implementation of this one-stop service, residents will find it more convenient to use addresses, and the publicity effect regarding the necessity of detailed address assignment will also be maximized.”
Last year, the district was selected as the best institution in the land policy field in the ‘Land and Cadastral Management Work Evaluation’ hosted by Seoul City, thanks to achievements such as implementing the ‘Lease Contract Information Notification Service’ that contributed to housing stability and property rights protection for tenants in the area.
Guro-gu (Mayor Lee Sung) is calling for applications for the Innovation Education District project.
Guro-gu announced on the 7th, “To activate village education by connecting educational stakeholders in the community and to discover diverse educational content, we are preparing a call for the Innovation Education District project.”
The Innovation Education District project is a program where public, private, and academic sectors cooperate to realize a village education community so that children and youth can grow healthily as agents of life at school or in the village.
This year’s call includes 11 project categories: ▲Youth Culture and Arts Planning Group ▲Children and Youth Self-Directed Projects ▲Youth Socioeconomic Projects ▲Elementary Grades 1 and 2 Safety Classes ▲Youth Suffrage Education ▲Guro Village School ▲Whole Village Learning Community ▲Growing Village ▲Education Guardian System ▲Our Neighborhood Education Autonomy Committee ▲Parent Clubs.
Guro-gu will invest a total budget of 378 million KRW, with support ranging from 500,000 KRW to 40 million KRW per project.
Individuals or organizations wishing to participate can visit the Education Support Division of the district office with the required documents by 6 p.m. on the 16th. Applications by registered mail are also accepted if they arrive by the deadline.

After the first round of document and interview screening and the second round of review by the Local Subsidy Deliberation Committee, the selection results will be announced on the Guro Innovation Education website and via individual notifications in March.
A Guro-gu official said, “We hope this call will be an opportunity for various educational stakeholders to cooperate and communicate, strengthening the substance of village education,” and added, “We ask for the interest and participation of many residents.”
Gangdong-gu (Mayor Lee Jung-hoon) announced that as of January 24, the areas of Cheonho-dong, Myeongil-dong, and Sangil-dong have been designated as land transaction permission zones.
Land transaction permission zones can be designated by city or provincial governors under Article 10 of the Act on Reporting and Inspection of Real Estate Transactions to facilitate smooth establishment and execution of national land use and management plans, rational land use, and to prevent speculative land transactions or rapid land price increases in certain areas or areas at risk of such issues.
The following areas were included in the land transaction permission zones to block speculative demand inflow: ▲Cheonho-dong 338 area ▲Myeongil-dong 56 area (Godeok Hyundai Apartment) ▲Sangil-dong 300 area.
When designated as a land transaction permission zone, acquiring land exceeding a certain area requires prior notification and permission from the district office, and the land must be used only for the permitted purpose during the specified period.
The designation period is from January 29, 2022, to January 28, 2023, and the area requiring permission applies to residential areas exceeding 18 square meters.
Applicants must submit a permission application, land use plan, and funding plan. The district office reviews the contract details and use plans and notifies approval or disapproval within 15 days.
If a contract is made without permission or change of permission during the permission period, or if permission is obtained fraudulently, penalties include imprisonment up to two years or fines up to 30% of the land transaction price.
A district official stated, “We will respond strictly if abnormal transactions such as actual transaction details in housing reconstruction and redevelopment candidate sites are confirmed,” and urged, “Residents involved should be cautious in land transactions to avoid disadvantages.”
