[Asia Economy Reporter Park Jong-il] A total area of 138,602㎡ around 57-90 and 200, Jayang-dong, Gwangjin-gu (Mayor Kim Seon-gap) has been designated as a land transaction permission zone.
The designation period is one year from January 29 this year to January 28, 2023. Since the area is classified as a general residential area, if the transaction area exceeds 18㎡, land transaction permission must be obtained from the competent district office before concluding the contract.
A land transaction permission zone is an area where speculative land transactions are rampant or where land prices are rapidly rising or expected to rise. The city or provincial governor designates such areas as land transaction contract permission zones for up to five years to prevent the influx of speculative forces, serving as a real estate transaction regulation system.
To apply for permission, applicants must prepare documents such as an application form, land use plan, and funding plan, and submit them to the district office. The district office reviews the contract details and usage plans and notifies approval or disapproval within 15 days.
If a contract is concluded without permission or change of permission during the designation period, or if permission is obtained by fraudulent means, a penalty of up to 2 years imprisonment or a fine of up to 30% of the land price based on the individual publicly announced land price at the time of contract conclusion will be imposed. Kim Seon-gap, Mayor of Gwangjin-gu, said, "With this designation of the land transaction permission zone, we hope that speculative land transactions will be eradicated and real estate transaction order will be established." He added, "We ask residents to first check whether the area is a land transaction permission zone when conducting land transactions."
From February this year, all residents of Gwangjin-gu (Mayor Kim Seon-gap) will be able to receive insurance benefits not only for group bicycle insurance but also for accidents caused by Personal Mobility (PM), the first in Seoul.
Personal Mobility (PM) refers to single-person transportation devices powered by electricity, such as electric kickboards, electric two-wheeled parallel vehicles, and electric bicycles.
As the use of personal transportation means such as bicycles and PMs has increased recently, along with a higher risk of accidents, the district subscribed to group bicycle insurance for all residents last year. By revising the Gwangjin-gu Personal Mobility Use Safety Promotion Ordinance, the district decided to expand the coverage of group insurance to include insurance benefits for PM accidents starting this year.
Accordingly, Gwangjin-gu residents can receive insurance benefits for bicycle and PM-related incidents including ▲ accidents occurring while directly operating ▲ accidents occurring while riding ▲ accidents caused by bicycles and PMs during road traffic (walking) ▲ and accidents involving bicycles and PMs occurring outside Gwangjin.
The coverage includes ▲ 200,000 to 600,000 KRW for diagnoses lasting 4 to 8 weeks ▲ consolation money of 200,000 KRW for hospitalization over 6 days ▲ up to 10 million KRW for sequelae from bicycle and PM accidents ranging from 3% to 100% disability ▲ and 10 million KRW in case of death (excluding those under 15 years old).
In addition, in case of criminal issues related to bicycle and PM accidents, compensation is provided for ▲ fines up to 20 million KRW ▲ lawyer fees up to 2 million KRW ▲ and traffic accident handling support funds up to 30 million KRW. However, criminal coverage (fines, lawyer fees, accident handling support funds) for bicycle and PM accidents excludes those under 14 years old.
The insurance period is one year, and it is possible to receive overlapping payments with other insurance policies individually subscribed by residents. Claims must be filed within three years from the date of the accident occurring during the insurance period.
This insurance applies only to PMs owned by the insured. Accidents occurring while using shared electric kickboards or other non-personal PMs are excluded from coverage.
Bicycle and PM group insurance is automatically subscribed with DB Insurance, and in case of an accident, the injured party can directly contact DB Insurance to claim the insurance. For more details, please contact the district office's Traffic Administration Division.
Additionally, the district operates free steam cleaning services for bicycles and PMs and free helmet rental services starting this year.
Kim Seon-gap, Mayor of Gwangjin-gu, said, "With this group insurance subscription for residents, we hope everyone can use eco-friendly transportation means such as bicycles and personal mobility devices with peace of mind." He added, "We will continue to consider and implement various policies to create a safe environment."
Last year, insurance payments made to residents through group bicycle insurance in Gwangjin-gu amounted to 111.2 million KRW for 229 cases in total.
