The Office for Government Policy Coordination stated about Chairman Park, "He is an expert in the field of water resources, having served as an operating vice president of the Korean Water Resources Association, a member of the Integrated Water Management Vision Forum, and a member of the Geum River Basin Management Committee while working as a professor in the Department of Civil Engineering at Jeonbuk National University." It added, "He is also evaluated to have a clear understanding of Saemangeum and regional issues, having served as a member of the Saemangeum Development Agency Technical Advisory Committee and as the director of the Jeonbuk Green Environment Support Center," explaining the background of his appointment.

The term of Chairman Park, who was appointed this time, is two years until January 22, 2024. He will operate the Saemangeum Committee together with the Prime Minister.
