[Asia Economy Reporter Jong-il Park] Nowon-gu (Mayor Oh Seung-rok) held the ‘Nowon-gu-SH, Hagye 5 Complex Redevelopment Project Business Agreement Ceremony’ at 9:30 a.m. on the 17th in the mayor’s office.


The agreement ceremony was held to successfully promote the ‘Hagye 5 Complex Redevelopment Project,’ the first public rental complex redevelopment project in Korea.


The main agreement items include ▲ Nowon-gu cooperating to utilize the site of Junghyeon Children's Park it owns as a relocation site for Hagye 5 Complex ▲ SH Corporation relocating and reconstructing an area equal in size to Junghyeon Children's Park ▲ SH Corporation constructing living SOC (resident center, health branch office, youth support center, etc.) and donating it to Nowon-gu.


Hagye 5 Complex is Korea’s first permanent rental apartment complex, completed in 1989. Through the redevelopment project, the scale will increase from 640 households to 1,510 households, improving the existing environment and expanding various living SOC needed in the area. The project is scheduled for completion in May 2028.


Attending the agreement ceremony were Nowon-gu Mayor Oh Seung-rok, Seoul Housing and Communities Corporation President Kim Heon-dong, Director Lee Won-cheol of Public Redevelopment, National Assembly member Woo Won-shik, and Seoul City Council member Kim Saeng-hwan.


Nowon-gu Mayor Oh Seung-rok said, “The successful redevelopment of Hagye 5 Complex will play a significant role in renewing the existing image of rental housing,” adding, “We will continue to actively cooperate for the successful promotion of the project.”

Seodaemun-gu (Mayor Moon Seok-jin) announced on the 17th that Hong Ki-yoon, chairman of the Seodaemun-gu Mabom Council Federation, was recently selected by the Ministry of Health and Welfare as a meritorious person for revitalizing honorary social welfare officers in 2021 and received a ministerial citation.


The Mabom Council is the unique name of the ‘Seodaemun-gu Dong Community Security Council,’ a neighborhood-level public-private welfare cooperation organization, meaning ‘caring for neighbors’ hearts and the village.’


Also, ‘Honorary Social Welfare Officers’ were formed in 2018 according to the Ministry of Health and Welfare’s measures to discover vulnerable households, consisting of Mabom Council members, welfare community leaders, workers in daily life industries, etc., serving as a human safety net in the community.


Since 2001, Chairman Hong Ki-yoon has served as a member of the Namgajwa 1-dong Youth Guidance Council, resident autonomy committee chairman, and Mabom Council chairman, working to improve local welfare.


In 2020, he was elected chairman of the Seodaemun-gu Mabom Council Federation and contributed to revitalizing public-private welfare cooperation through organic connections with 14 neighborhood councils.


In particular, he actively discovers vulnerable households living in redevelopment areas, connects welfare resources, and promotes the ‘Meal Support Project for Single Men’ to prevent solitary deaths.


Mayor Moon Seok-jin said, “I thank Chairman Hong Ki-yoon and the 2,500 honorary social welfare officers in Seodaemun-gu, and ask them to continue their efforts to realize a sustainable welfare community.”


Seodaemun-gu has independently promoted the ‘Welfare Cheonlian’ project since 2017, utilizing neighborhood stores closely connected to daily life as a ‘crisis resident reporting network,’ ahead of the Ministry of Health and Welfare’s ‘Honorary Social Welfare Officer’ system.


Currently, the owners of 379 ‘Welfare Cheonlian’ stores, who are also honorary social welfare officers, are implementing network welfare where neighbors care for neighbors as village welfare guardians.
