[Asia Economy Reporter Lim Cheol-young] More than 7 out of 10 Seoul citizens were aware of sharing policies, with the highest satisfaction rate for usage given to Ddareungi, and the highest usage experience reported for public Wi-Fi.


According to Seoul City on the 17th, 72.2% of Seoul citizens were aware of sharing policies, and among the 10 sharing policies, ‘Ddareungi’ had the highest recognition at 98.8%, establishing itself as a representative sharing policy. Awareness by project was surveyed as follows: ‘Ddareungi’ 98.8%, ‘Public Wi-Fi’ 77.8%, ‘Nanum Car’ 66.5%, and ‘Parking Lot Sharing’ 58.1%.


This survey was conducted by a professional research institute from November 19 to November 22 last year, targeting 1,000 adult men and women aged 19 to under 69 residing in Seoul (95% confidence level, sampling error ±3.1 percentage points), to evaluate and diagnose the current sharing policies, seek ways to revitalize sharing services, and set future policy directions.


Among the 10 sharing projects of Seoul City, 82.8% of citizens responded that they had experience using at least one. Despite the COVID-19 period, citizens’ sharing activities remained active. Among these, the usage rates for ‘Public Wi-Fi’ and ‘Public Data Opening’ were high at 83.3% and 69.0%, respectively. This is interpreted as reflecting the era’s situation where smartphones have become essential daily items and information demand is high. Usage rates by project were ‘Public Wi-Fi’ 83.3%, ‘Public Data Opening’ 69.0%, ‘Public Facility Opening’ 63.5%, and ‘Ddareungi’ 60.3%.


When asked about changes in citizens’ sharing activities compared to before the spread of COVID-19, citizens responded that contactless projects such as ▲Ddareungi ▲Public Wi-Fi ▲Public Data Opening ▲Parking Lot Sharing increased, while projects involving frequent contact such as ▲Nanum Car ▲Public Facility Opening ▲Hanji-bung Household Sympathy decreased.


In particular, satisfaction with the use of sharing policies was 89.5%, with satisfaction rates exceeding 84% in all projects. Among them, ‘Ddareungi’ was overwhelmingly high at 96.9%, followed by ‘Tool Rental Center’ at 93.3%, ‘Nanum Car’ at 91.7%, and ‘Public Facility Opening’ at 90.2%.


The reasons for satisfaction were mainly ‘convenient service availability time’ and ‘simple usage procedures and methods,’ while dissatisfaction was mainly due to ‘difficulty finding nearby locations’ and ‘complex and difficult usage procedures and methods.’

When asked about the contribution of Seoul City’s sharing policies to solving social and urban problems, high responses were given for ‘creating new services in response to urban demand’ and ‘solving environmental problems by reducing unnecessary production and consumption,’ while low responses were given for ‘strengthening corporate competitiveness’ and ‘creating employment and startup opportunities.’


Regarding the question on the ‘necessity of resource sharing,’ despite concerns about sharing activities due to the spread of COVID-19, 70.6% of Seoul citizens responded that resource sharing is necessary, while only 4.1% responded that it is unnecessary.

In a question asking for the top three priorities to set the direction of Seoul City’s sharing policies, regarding ‘sharing fields that should be activated and developed in the future,’ ‘hobby and talent sharing’ ranked highest at 50.2% (combined 1st, 2nd, and 3rd priorities), indicating a high citizen demand for sharing knowledge and information in daily life.


Additionally, in a question about ‘improvements to Seoul City’s sharing services’ for policy development, the most suggested item by citizens was ‘active promotion.’ Citizens’ suggestions included ▲making usage methods simple and accessible ▲introducing a responsibility system for shared items ▲thorough aftercare ▲strict hygiene management ▲providing diverse sharing information ▲reducing costs ▲ensuring safe management, among others.


Lee Won-mok, Director of the Citizen Cooperation Bureau, said, “To respond to the transition to the digital era, it seems necessary to operate systems that can share not only existing sharing services but also knowledge and information in daily life,” adding, “Efforts by both the public and private sectors need to be strengthened to discover sharing services that fit the era and environmental circumstances such as the COVID-19 pandemic, the increase in single-person households, and the spread of rational consumption methods.”
