Yeonggwang-gun to Fully Implement 'Mandatory Vaccine Pass' from the 14th


[Yeonggwang=Asia Economy Honam Reporting Headquarters Reporter Lee Jeonseong] Jeollanam-do Yeonggwang-gun (Governor Kim Junsung) announced on this day that starting from the 14th, the mandatory implementation of the quarantine pass will be fully enforced as the guidance period for newly applied mandatory quarantine pass facilities has ended.


The government had planned to implement it from the previous day, but it was postponed by one day due to system overload issues causing the electronic vaccination certificate app ‘COOV’ and electronic entry log (KI-PASS) of the Korea Disease Control and Prevention Agency to not function smoothly.


The facilities where the quarantine pass is applied include ▲entertainment facilities (entertainment bars, karaoke bars, clubs/nightclubs, hunting pubs, emotional bars, colatec/dance halls) ▲singing (coin) practice rooms ▲indoor sports facilities ▲bathhouses ▲bicycle racing, motorboat racing, horse racing, casinos, etc.


Also included are ▲restaurants and cafes ▲academies ▲movie theaters and performance halls ▲reading rooms and study cafes ▲multi-rooms (excluding arcades) ▲PC rooms ▲indoor sports game (spectator) venues ▲museums, art galleries, science centers ▲party rooms ▲libraries ▲massage and bodywork establishments.


Except for entertainment facilities (only fully vaccinated persons allowed) and bicycle racing, motorboat racing, horse racing, casinos, other facilities can be used only by fully vaccinated persons, recovered persons, those with a negative PCR test within 48 hours, persons under 18 years old, or those unable to be vaccinated for medical reasons, and users must have proof of certification.


Fully vaccinated persons must present one of the following proof methods along with an ID: COOV app or electronic entry log (Naver, Kakao, Toss, etc.), paper vaccination certificate, or vaccination completion sticker attached to an ID card.


The paper vaccination certificate can be issued at vaccination centers, public health centers, town offices, or online (Government24), and vaccination completion stickers are attached and distributed at town offices.


Those with a negative PCR test must present one of the following proof methods along with an ID: PCR negative test notification message or a paper COVID-19 PCR negative certificate issued by a public health center.


Youth under 18 years old who are exempt from vaccination or negative confirmation must present documentation verifying identity and age (ID card, youth card, passport, student ID, enrollment certificate, etc.).


Persons released from quarantine after COVID-19 infection must show a quarantine release certificate issued by the local public health center and an ID, and those unable to be vaccinated for medical reasons must show an exemption certificate for vaccination/negative confirmation issued by the public health center along with an ID.


If the manager/operator of a quarantine pass facility allows entry without checking certificates or if users are caught using the facility without presenting certificates, administrative penalties such as fines and suspension of operations will be imposed for violating quarantine rules.


Users will be fined 100,000 KRW per violation, and managers/operators will face fines (1st violation: 1.5 million KRW, 2nd or more violations: 3 million KRW) and suspension of operations (1st violation: 10 days, 2nd violation: 20 days, 3rd violation: 3 months, 4th violation: closure order).


To enable faster and more accurate verification of vaccination status and improve convenience for users and operators, facilities subject to mandatory quarantine pass use are required to minimize the use of handwritten logs, which have been problematic due to difficulty in verifying accurate information and concerns about personal information leakage such as phone numbers, and instead use electronic entry logs and safe call systems as the principle for creating visitor logs.


However, handwritten logs will be exceptionally allowed for some elderly and youth without mobile phones who may face restrictions in using quarantine pass facilities.


The mandatory use of electronic entry logs and safe call systems at quarantine pass mandatory facilities will have a guidance period until the 19th.
