[Sejong=Asia Economy Reporter Moon Chaeseok] The government will prepare and announce next year's vocational competency development training courses next month to strengthen the job skills of the entire population in promising new industries such as digital and low-carbon sectors. The plan is to widely disseminate vocational education not only for national key occupations like automobile maintenance but also for new industry skills to both unemployed and employed workers.


On the 30th, the Ministry of Economy and Finance announced the "December Korean New Deal Major Project Implementation Plan" containing these details. In the Human New Deal sector, the 2022 vocational competency development training courses will be selected and announced next month to promote reemployment of the unemployed and improve the job skills of employed workers. The courses will include not only national key industrial occupations such as automobile maintenance but also new occupations in digital, new technologies, and low-carbon fields. A government official explained, "It is expected to play a central role in lifelong competency development for the entire population."


In the Digital New Deal sector, three-dimensional spatial information such as 3D maps of major cities nationwide and precise road maps of 11,670 km of general national roads will be provided from the end of next month. The 3D spatial information will be provided starting from the 30th of next month to establish a digital twin foundation that implements machines, equipment, and objects from the real world into a virtual world inside computers. In addition to 3D maps and precise road maps of general national roads, integrated underground space maps for 85 cities nationwide will also be provided. Based on the 3D spatial information, the government expects that local governments and the private sector will be able to utilize the information to promote national land and facility safety management, and activate new industries such as autonomous vehicles and drones.


On the 17th of next month, the "Gwanghwamun Project" will be unveiled. The Gwanghwamun Project aims to develop the area near Seoul's Gwanghwamun, a representative cultural and tourism hub, into an immersive content landmark combining culture, arts, and immersive technology. Two hubs will be established, including the National Museum of Korean Contemporary History and the Gyeongbokgung Station Metro Art Museum, and eight types of content such as the Gwanghwa Mural (Media Canvas) and Gwanghwa Garden (Healing Media Garden) have been produced over two years. From the 14th to the 17th of next month, Data Promotion Week will be held; on the 17th, the Digital Twin Integrated Briefing will take place; from the 16th to the 18th, the Korea Metaverse Festival will be held; and from the 13th to the 16th, the 2021 Blockchain Promotion Week will be conducted.


In the Green New Deal sector, five regional platforms will be selected to analyze the energy-saving effects of green remodeling projects and support linkage to local jobs. Projects will begin to strengthen competitiveness in offshore wind-related industries and to establish platforms and comprehensive support complexes for industrialization support. After completing the enactment of subordinate laws for the "Act on the Establishment and Fostering of Green Convergence Clusters," which will be enforced from the 16th of next month, expert meetings on institutional improvements such as the installation of a wind power one-stop shop will be held. Additionally, cooperation and support for private-led projects such as the groundbreaking of a hydrogen power plant (2.6 MW) in the Smart Green Industrial Complex in Changwon City, Gyeongsangnam-do, and the establishment of an electric vehicle battery recycling cluster will be strengthened.


In the Regional Balanced New Deal sector, the government will review the achievements of regionally balanced New Deal projects led by local governments and select outstanding local governments to provide incentives. The performance of regionally balanced New Deal projects will be reviewed based on seven indicators across three major fields for 17 cities and provinces, and excellent local governments will be selected accordingly.
