"Public Seminar Held on Ensuring Artificial Intelligence Reliability"

[Asia Economy Reporter Seulgina Jo] The Ministry of Science and ICT announced that, together with the Korea Information Society Development Institute and the Korea Information and Communication Technology Association, it held an "Open Seminar for Enhancing Artificial Intelligence Trustworthiness" on the 23rd at The-K Hotel in Seoul.

Artificial Intelligence (AI) trustworthiness is a value standard to address the risks and technical limitations inherent in AI and to prevent risks and side effects during its utilization and dissemination process. It includes core elements such as safety, explainability, transparency, robustness, and fairness.

This seminar was organized to broadly gather opinions from various sectors on the AI Ethics Self-Checklist, AI Development Guidebook, and the draft of the AI Ethics Education General Theory, which are follow-up measures prepared after the "Strategy for Realizing Trustworthy AI" announced in May this year.

The "AI Ethics Self-Checklist" concretizes the three major principles and ten core requirements of the AI Ethics Guidelines announced at the end of 2020. It provides checklist items so that planners, managers, and other participants involved in the planning process of AI products and services can autonomously verify AI ethics items.

The "AI Development Guidebook" consists of technical requirements, verification items, and methods that developers and researchers can refer to during the AI development stages. The "AI Ethics Education General Theory" presents the basic direction of AI ethics education, including educational goals, achievement standards, and directions for teaching, learning, and evaluation, to spread AI ethics awareness throughout society. Based on this, educational content tailored for elementary, middle, and high school students will be developed in the future.

The Ministry of Science and ICT explained that this seminar is significant in seeking a balanced direction between securing AI trustworthiness and developing the AI industry amid rising social concerns such as algorithmic bias and privacy infringement.

In the first session of the day, Dr. Aram Moon from the Korea Information Society Development Institute presented on the AI Ethics Self-Checklist. Following this, Professor Myungjoo Kim (Seoul Women’s University), Professor Jongwook Kim (Dong-A University), Attorney Taeyoung Noh (Kim & Chang), Secretary-General Seongkyung Lim (Intelligent Information Industry Association), Director Soonil Cha (Korea Information and Communication Technology Association), CEO Seongjin Choi (Korea Startup Forum), Secretary-General Myung Yoon (Consumer Citizens’ Organization), and Manager Jaehyung Lee (Ministry of Science and ICT) participated as discussants to share their opinions.

In the second session, Director Soonil Cha of the Korea Information and Communication Technology Association presented the Development Guidebook, which contains technical requirements to be verified for securing trustworthiness during the AI development stage. During the discussion, Professor Jihui Kim (Dongguk University), Professor Gyudong Park (Kwangwoon University), Professor Kyungwon Seo (Seoul National University of Science and Technology), CEO Donghwan Kim (FortiToMaru), CEO Seyup Kim (SelectStar), and Center Director Jungwook Moon (Korea Information Society Development Institute) participated.

In the third session, Professor Sunyong Byun of Seoul National University of Education and Dr. Seongeun Jo of the Korea Information Society Development Institute presented the AI Ethics Education General Theory, suggesting directions for AI ethics education. Subsequently, Dr. Changhwan Kim (Korea Educational Development Institute), Team Leader Hyunsook Lee (Korea Foundation for the Advancement of Science and Creativity), Dr. Sungkyun Jeon (Korea Institute for Curriculum and Evaluation), Professor Cheonsu Yang (Yeungnam University), Professor Seongwan Han (Gyeongin National University of Education), Professor Hyoeun Kim (Hanbat National University), Teacher Jonghye Kim (Seowon High School, Gyeonggi), and Teacher Jaenam Jeon (Maeyang Middle School, Gyeonggi) participated as discussants, conveying vivid voices from the education field.

Yoonkyu Park, Director of the Information and Communication Policy Office at the Ministry of Science and ICT, stated, “In a situation where concerns about social issues caused by AI, such as privacy infringement and deepfake crimes, are increasing, securing trust in AI must precede the development of the AI industry,” and added, “We will actively support all members participating in the AI ecosystem to develop and utilize AI that is safe and trustworthy.”
