[Asia Economy Reporter Park Jong-il] Dongdaemun-gu (Mayor Yoo Deok-yeol) announced that the Dongdaemun College Admission Counseling Center will hold a live online briefing session on the 2022 College Scholastic Ability Test (CSAT) analysis & regular admission strategy for examinees and parents at 7 p.m. on the 23rd via YouTube.


This year, as most admission briefing sessions were canceled or scaled down due to COVID-19, causing great confusion for high school seniors and their parents, the Dongdaemun College Admission Counseling Center will conduct the briefing session on the topics of ▲2022 CSAT analysis and admission strategies based on 2021 admission results ▲post-CSAT college application strategies.


In particular, during this briefing session, answers to questions from examinees and parents received through prior reservations will be delivered in real time, and a set of placement charts with guidelines and a booklet on regular admission strategies will be provided.


The briefing session will be broadcast live on the official YouTube channel of the Dongdaemun College Admission Counseling Center, and after November 26, anyone can watch it through the Dongdaemun College Admission Counseling Center website.


The district expects that by presenting customized college application strategies according to the diversified admission screening methods through this briefing session, it will provide practical help to examinees and parents who find it difficult to obtain admission information on-site due to COVID-19.


The Dongdaemun College Admission Counseling Center will also conduct personalized 1:1 intensive consulting for regular admission preparation for the 2022 academic year from December 10 to December 30. Especially, through professional consultants from Uway, the top admission information company, it will provide information on universities and departments to which students apply, considering individual CSAT scoring results and student records, helping to establish effective college admission strategies.

According to statistics from the Ministry of the Interior and Safety, as of 2020, there were 46,079 cases of public officials being verbally abused or assaulted by civil petitioners, a 19.7% increase compared to 38,054 cases in 2019.


Yongsan-gu (Mayor Seong Jang-hyun) has taken steps to boost employee morale by relieving stress caused by emotional labor.


The healing program for civil petition officers was conducted over two sessions of seven hours each on the 10th and 17th at the 5th complex of the officers’ quarters in the partially opened area of Yongsan Park, targeting 30 civil petition officers. Yongsan Park has recently gained popularity through SNS such as Instagram.

The psychological burnout recovery workshop for emotional labor public officials was conducted by the professional company Mind Prism Co., Ltd. Participants diagnosed their stress through tests using simple drawing tools and expressed their emotions three-dimensionally by selecting personal stress scenes.


Mayor Seong Jang-hyun said, “It is very regrettable to see our staff suffering from malicious civil complaints,” adding, “I hope this opportunity becomes a warm day for them to find new vitality away from work.”


Since June this year, the district has conducted comprehensive personality and psychological tests on 400 employees in charge of COVID-19 response and civil affairs, assessing burnout, stress, and depression. Psychological counseling is being provided until December 10 for those classified as high-risk or who wish to receive counseling.

Seongdong-gu (Mayor Jung Won-oh) is recruiting 80 children on a first-come, first-served basis from the 22nd to the 26th to participate in the ‘2021 Children’s Play Festival’.


The ‘2021 Children’s Play Festival,’ held on December 4 at the Seongdong-gu Office 3rd floor auditorium, is prepared with six themes to allow children, whose outdoor activities have been restricted due to the prolonged COVID-19 pandemic, to enjoy various and exciting play activities by theme.


First, the ‘Creative Play Zone’ allows children to make their own toys and create storytelling, and the ‘Woodworking Play Zone’ uses wood, pliers, hammers, etc., to awaken latent exploration and adventurous spirits.


In the ‘Body Play Zone,’ children can engage in various traditional games such as bi-seok-chigi and ttakji-chigi, moving their bodies in a balanced way. A comfortable resting area is also provided where children can socialize, draw, and read books. The ‘Campaign Play Zone’ uses materials like panels and placards related to the right to play, allowing children to freely express their desires and inner calls to play.


Especially, an environmentally friendly play activity using natural materials such as paper and wood and recycled items is prepared, where children can crumple and fold given boxes or PET bottles to experience free play materials firsthand. Participating children will have the opportunity to play voluntarily and proactively while thinking about resource use and the environment.


Participants are elementary school students (ages 7 to 12) residing in the area and can apply through the district office website. Each play zone will be accompanied by a play planning team and playmakers to facilitate smooth progress, and the event will be conducted safely in compliance with social distancing and quarantine guidelines.


Previously, the district appointed a ‘Child Rights Advocate’ and has continuously promoted various projects to enhance child rights and spread play culture, including the ‘Child Rights Promotion Campaign and Contest,’ the ‘Play Festival,’ the creation of ‘Children’s Dream Park,’ and the enactment of the ‘Ordinance on the Promotion of the Right to Play’ (May 2021).

Jongno-gu will hold the ‘75th Jongno Health Walking Contest’ at 8 a.m. on the 20th at Samcheong Park to promote community harmony and health and to move toward a new normal.


Until last year and the first half of 2021, the community walking event was held in a non-face-to-face manner to prevent the spread of COVID-19, but in line with the ‘gradual recovery of daily life,’ this event is planned as an in-person event in the second half of the year.


Only those who have completed vaccination can participate, and anyone wishing to join can come to Samcheong Park, the starting point, by 7:50 a.m. on the 20th without separate registration.

Participants will walk a 4 km route starting from Samcheong Park, passing Malbawi Mountain Trail and Waryong Park, and returning to Samcheong Park. The estimated time is about one hour.


Additionally, side events such as a ‘Family Motto Writing’ event for those who complete the course and a ‘Prize Drawing’ to add festivity and create enjoyable and precious autumn memories will be held.

Nowon-gu (Mayor Oh Seung-rok) will hold the 2021 Healing Street Arts Festival to satisfy residents’ cultural and artistic desires in accordance with the phased recovery of daily life measures.


The festival will be divided into ‘Nowon Landmark Art Theater,’ held at representative spots in Nowon-gu such as apartment complexes, traditional markets, and neighborhood parks that are easily accessible to residents, and ‘Visiting Art Theater,’ held throughout 19 neighborhoods.

Also, the ‘Visiting Art Theater’ held in 19 neighborhoods is ongoing sequentially. Considering the difficulty of large-scale cultural events due to COVID-19, it is planned as multiple small-scale street performances.


Performances last about 1 to 1.5 hours in apartment complexes and neighborhood parks, featuring genres such as stand-up comedy, juggling, and bubble shows, meeting residents. Participating art groups and programs vary by neighborhood to ensure diversity.


Currently, performances have been completed in 13 neighborhoods, with six more scheduled in Wolgye 3-dong, Sanggye 8-dong, Sanggye 10-dong, and others until Saturday the 20th.

Seocho-gu and the Seocho Cultural Foundation announced that they will hold special lectures by prominent figures related to the 4th Industrial Revolution to prepare for the ‘New Normal Era,’ the new standard of civilization after the COVID-19 pandemic.


First, on the 18th, Professor Jeong Jae-seung of KAIST will give a metaverse special lecture titled ‘In the Age of Artificial Intelligence, Where Are the Future Opportunities?’ aimed at young artists and the youth generation. This lecture will explore art, artificial intelligence, and the metaverse in the with-COVID era and will be delivered in a talk concert format with interactive communication to discover opportunities in the 4th Industrial Revolution era.


This lecture is part of ‘Seoripul Z Live with Metaverse.’ Seoripul Z Live is a project that provides metaverse experiences to young artists to help them become future-oriented talents in the rapidly changing digital convergence era.


Pre-registration is required, and the lecture can be attended on-site at Banpo Simsang Art Hall or watched live on the Seocho Cultural Foundation’s YouTube channel. The lecture will also be available after December on the metaverse platform ‘ifland’ along with performance videos of young artists.


Next, on the 26th, Professor Choi Jae-boong of Sungkyunkwan University, one of the top authorities on the 4th Industrial Revolution in Korea, will deliver a live YouTube lecture titled ‘New Normal Era, Three Things You Must Change’ through the Seocho Cultural Foundation. Professor Choi will discuss what we need to prepare for in the digital civilization accelerated by COVID-19, the new normal era, and what perspectives the cultural and arts sectors should have to face the future.


Finally, on the 30th, Professor Kim Sang-kyun of Kangwon National University, Korea’s leading authority on the metaverse, will give a special lecture titled ‘Metaverse, Where Is Our Life Going?’ via Zoom live and Seocho Public Library’s YouTube channel. This lecture will enhance understanding of the latent technological power of virtual reality technology, the metaverse, and the 4th Industrial Revolution. Additionally, a treasure hunt mission on the metaverse platform ‘Gather Town’ will be held, with an event to give signed copies of Professor Kim’s book.

Gangdong-gu (Mayor Lee Jung-hoon) will hold the youth e-sports competition ‘2021 E-Games Gangdong’ on the 20th from 11 a.m. to 4 p.m. at the Gangdong Arts Center.


The Gangdong-gu Youth E-sports Competition was organized as a national event to provide cultural vitality to youth exhausted by the prolonged COVID-19 pandemic and to embody Gangdong-gu’s determination to become a leading e-sports city.


This competition will be held in the most preferred game category by youth, LEAGUE OF LEGENDS. A total of 32 teams competed in the preliminary rounds on the 13th and 14th, and the finals (semifinals and final) will be held on the 20th at the Gangdong Arts Center.


According to the competition results, prizes will be awarded to the champion, runner-up, and two joint third-place teams, with a total prize money of 7 million KRW. The finals will be broadcast live on-site by professional commentators and also streamed live on the Gangdong-gu YouTube channel.


For on-site cheering and viewing, only those who have completed vaccination or unvaccinated individuals with a negative PCR test result within 48 hours will be allowed entry to prevent COVID-19 spread.

Seodaemun-gu (Mayor Moon Seok-jin), together with Seodaemun Police Station and the Family Rights Research Institute, recently promoted the ‘Emergency Kit Free Support Project for Youth, Women, and Children Victims of Domestic Violence.’


The non-profit organization Family Rights Research Institute (Director Kim Da-kyung, Executive Director Lee Dong-soo) was selected through the ‘2021 Youth Challenge Project’ public contest held by Seodaemun-gu in March this year with this project plan.


With budget support from the district, the institute produced 200 kits last month containing hygiene products, clothing, and integrated guides on domestic violence victim support systems.


The unique name of the kit is ‘Palette,’ named with the hope that it will help victims of violence paint a new life, referencing the drawing tool.


Also, Seodaemun Police Station (Chief Kang Ki-taek) stocked these kits at eight local police substations and precincts to be immediately provided to victims when domestic violence incidents occur.


Some quantities were also delivered to the Seoul Metropolitan Yongsan Youth Temporary Shelter, Yongsan Police Station, Gwanak Police Station, Busan Police Agency, and Gwangju Police Agency.


Moon Seok-jin, Mayor of Seodaemun-gu, said, “This project is especially meaningful as a result of cooperation among youth civic groups, the police, and local governments,” adding, “We will continue to strive to provide welfare support down to the smallest details through various cooperative governance.”


Kang Ki-taek, Chief of Seodaemun Police Station, said, “We will do our best to support victims by distributing emergency kits to frontline police substations and precincts, and especially plan to create separate ‘children’s emergency kits’ for victims accompanied by children.”

Gwanak-gu (Mayor Park Jun-hee) is establishing and operating a more detailed and meticulous welfare safety net to proactively identify households at risk of solitary death and prevent such risks.


Due to social structural changes caused by low birth rates, aging, and an increase in single-person households, as well as income loss from illness and unemployment, social isolation is increasing, and social problems related to isolated households are intensifying, especially as social network activities have been restricted due to COVID-19.


Accordingly, the district operates a continuous protection system in cooperation with welfare communities such as community service centers, welfare centers, and neighborhood watchers to actively identify households at risk of solitary death and provide customized welfare services.


So far, various services have been provided, including ▲Our Neighborhood Care Team (29,899 monitoring cases, 2,247 service connections) ▲Neighborhood Watchers (484 solitary death risk cases identified, 1,286 service connections) ▲IoT device utilization (330 households installed with smart plugs, 240 households with Seoul Salpimi app) ▲Our Neighborhood Celebration Team (771 service connections) ▲Cheongnyong-dong Health Keeper (60 service connections) ▲Care SOS Center care services (39 partner organizations, 4,594 services provided) ▲Together Welfare Talk (1,439 members).


Especially, from November, in line with the phased recovery of daily life, the district is promoting a transition from non-face-to-face welfare services using phone and IoT devices to face-to-face home visits.


Next year, the district plans to further expand the Gwanak-type crisis household identification, support, and solitary death prevention projects. The Our Neighborhood Care Team will be expanded to 61 members, and the Seoul Salpimi app installation households for non-face-to-face welfare checks will be increased to 1,234 to respond more promptly to crisis situations.


Through the operation of community-centered welfare centers, a model for identifying crisis households through public-private cooperation will be created, including discovering low-income crisis households, linking customized resources, and establishing a continuous care system. Social welfare centers, residents, and community service centers will share roles to promote the ‘Public-Private Cooperation Project for Solitary Death Prevention of Single-Person Households’ and the ‘Community-Based Health and Welfare Support Project for Low-Income Single-Person Households in Daehak-dong.’


To this end, last month, a public-private cooperative health and welfare working-level council meeting was held to evaluate the 2021 solitary death prevention project and discuss collaboration plans for the 2022 regional solitary death prevention projects, agreeing to prepare detailed implementation plans together.


Additionally, as a special project, the district plans to establish a community-based integrated care system by regularly delivering meal kits to 100 low-income middle-aged single-person households exposed to solitary death risk to improve their diet and communication with the outside world.


A district official said, “Due to the prolonged COVID-19 pandemic, social network formation activities have been restricted, and isolation of single-person households has deepened. Solitary death should no longer be seen as an individual problem but as a social issue,” adding, “Since interest in neighbors is the shortcut to preventing solitary death, Gwanak-gu will take the lead in building a welfare community that cares for and watches over residents together.”

Seongbuk-gu (Mayor Lee Seung-ro) has completed the ‘Eco-School Creation Project,’ which creates environmental education facilities such as ecological learning centers where students can experience nature by planting trees and flowers in idle spaces within schools to naturally green the area and has opened them to students and local residents to actively respond to the worsening climate crisis.


To create ecological learning centers and resting spaces where local residents and students can learn about rapidly changing climate change and provide various attractions, Seongbuk-gu conducted a detailed design service in 2021, collected opinions from students and local residents, and invested 300 million KRW of city funds to create ecological learning centers in idle spaces at ‘Seoul National University Affiliated Middle School’ and ‘Daeil Foreign Language High School,’ completing the ‘Eco-School Creation Project’ this month.


Feeling the growing social importance of climate change, trees and flowers were planted in idle spaces within schools to create environmental education facilities where students can directly cultivate and learn about the ‘carbon emission trading system’ related to climate change.


Also, through the Eco-School creation, resting facilities were intensively installed according to residents’ needs to expand the insufficient resting spaces felt by local residents and to utilize the area as a regional base park.

Gwangjin-gu (Mayor Kim Sun-gap) will hold the ‘Gwangjin Family Writing Contest, Warm+ON Family Memory Making,’ an event that the whole family can participate in.


This event is organized by the Gwangjin-gu Healthy Family and Multicultural Family Support Center to break down generational barriers and create a place for Gwangjin residents to unite and spread family culture.


‘Warm+ON Family Memory Making’ is divided into ▲Family Writing Contest ▲Family Game Hall ▲Family Experience Workshop ▲Awards Ceremony.


The ‘Family Writing Contest’ is open to Gwangjin residents, workers in local businesses, and students attending schools in Gwangjin-gu. Participants can submit poems or prose on the theme of precious memories of their family through the website by November 21.


Winners will be selected in general and student categories, with one grand prize, one runner-up, and one honorable mention each for poems and prose, and awarded accordingly. The first 150 applicants will receive gifticons.


The ‘Family Game Hall’ includes two types: a quiz and a relay game. In the quiz, a parent and two children form a team to answer fairy tale quizzes. The relay game requires at least two family members to participate and involves completing missions in succession within a short time. All participating families will receive gifticons, and the first and second place families in each game will receive certificates and cultural gift certificates.

Gangseo-gu, Seoul (Mayor Roh Hyun-song) announced that it will hold the ‘Gangseo Innovation Education District Online Festival’ starting from the 22nd, involving public, private, and academic sectors.


The Innovation Education District is a project where schools and local communities cooperate to realize a village education community so that children and adolescents can grow up happily.


This event is organized to allow students, parents, teachers, and village instructors, the main participants of Gangseo Innovation Education, to communicate, share achievements, and discuss future development directions.

Guro-gu (Mayor Lee Sung) introduces various ways to save the planet through small daily practices.


First, Guro-gu will conduct the ‘Yongginae Campaign’ centered around stores near Ground Gocheok (Gocheok-dong Food Alley).


The ‘Yongginae Campaign’ is an environmental practice movement to say No to plastic by bringing reusable containers to stores with ‘Yongginae’ stickers to receive ordered food. Customers receive a gift (reusable container) coupon at the store, which can be exchanged on the event day.


The event will be held on the 19th of this month and December 17 from 11 a.m. for three hours at the entrance of Ground Gocheok.


Along with this, Guro-gu is also holding the ‘Kind Earthling Family’ contest, selecting 10 families who practice small but meaningful environmental protection activities in daily life by evaluating their motivation and declaration (published in the January issue of the Guro newsletter this year).


Selected families will receive a ‘Kind Earthling Passport’ where they can record environmental protection activities such as carrying tumblers, shopping bags, reusable containers, unplugging unused plugs, etc., set various practice tasks themselves, and rate them with stars.


The content and impressions of environmental protection activities practiced throughout the year will be published in the February issue of the Guro newsletter next year.


In addition, ice pack collection boxes have been installed and operated at 16 community service centers. Collected ice packs are delivered to the Guro Life Center Regional Self-Support Center, where they are cleaned, disinfected, and repackaged to be provided free of charge to local residents and stores.


Also, for new residents, Guro-gu allows the use of waste disposal bags from other regions, and if cleaned milk cartons are brought to community service centers, they will be exchanged at a rate of one 10-liter waste disposal bag per 1.5 kg of paper cartons.


A Guro-gu official said, “Small practices for environmental protection will become the foundation for protecting the planet,” adding, “We will continue to promote various ways to protect the environment in daily life.”
