Mapo-gu Tightens Quarantine Measures in Hongdae Ahead of Halloween Day


[Asia Economy Reporter Park Jong-il] Mapo-gu (Mayor Yoo Dong-gyun) will implement quarantine measures to prevent the spread of COVID-19 ahead of Halloween Day (October 31).


This year's Halloween Day is a festival day welcoming the phased daily recovery scheduled to begin in November, and a large crowd is expected to gather near Hongdae.


Accordingly, the district installed a ‘Mobile Temporary Screening Clinic’ in front of the Hongdae Public Parking Lot (408-9 Seogyo-dong), near Exit 1 of Sangsu Station on Line 6, to increase the rate of proactive COVID-19 testing among citizens visiting Hongdae and to block early community transmission.


The temporary screening clinic, installed on the 25th, will operate until November 13, with testing hours from 5 p.m. to 9 p.m. Anyone, regardless of symptoms, including foreigners and locals, can receive free testing. However, it will not operate on Sundays.


With this additional temporary screening clinic, the district now operates a total of four screening clinics: ▲Mapo-gu Public Health Center Screening Clinic ▲Sogang University Station Plaza Temporary Screening Clinic ▲Hongik Cultural Park Temporary Screening Clinic ▲Hongdae Public Parking Lot Temporary Screening Clinic.


Additionally, from Thursday to Sunday each week, the district operates a COVID-19 enforcement response team together with the Hongik Police Station to tighten quarantine measures in the Hongdae area, which may become lax ahead of the festival and daily recovery phases.


The enforcement response team consists of two groups, each with one Mapo-gu office staff member and two Hongik Police officers, operating from 10 p.m. to 4 a.m., enforcing ▲outdoor gathering bans ▲mask-wearing ▲quarantine rules ▲basic order violations.


Before the easing of private gathering restrictions, from September 30 to October 17, Mapo-gu and Seoul Mapo Police conducted special quarantine inspections throughout the Hongdae area.


During the inspection period, a total of 10 special quarantine operations were conducted, with a large-scale quarantine campaign involving 617 Mapo-gu officials, 1,006 Seoul Mapo Police officers, and 40 private organizations.


From Thursday to Sunday each week, about 150 personnel conducted foot patrols to strengthen quarantine campaigns. Especially after reports of many foreigners without masks on streets or parks after 10 p.m., enforcement teams were organized to focus on violations of quarantine rules and basic order.


Furthermore, on the 21st, Mapo-gu Mayor Yoo Dong-gyun and tourism industry workers disinfected the ‘Hongdae Festival Street’ and ‘Hongdae Walking Street’ areas to ensure safe tourism for citizens visiting Hongdae after the phased daily recovery.


Mayor Yoo Dong-gyun said, “Citizens visiting Hongdae to enjoy the Halloween festival are encouraged to take a moment for proactive COVID-19 testing before having a good time,” and added, “Mapo-gu will make every effort to achieve both support for daily recovery and quarantine.”

Seocho-gu (Mayor Cho Eun-hee) has supported young entrepreneurs in social economy enterprises by selecting and supporting a total of 23 teams of young entrepreneurs since April to revitalize the Seocho-type cultural and artistic social economy ecosystem amid difficulties caused by COVID-19.


‘Social economy enterprises’ are business models that solve social problems with creative ideas while simultaneously pursuing corporate profits, social value, and job creation. The selected teams consist of 5 teams in music and performance, 6 teams in art and design, 6 teams in video and content, and 6 teams in education and literature.


The selected teams receive support from April to December this year according to their business growth stages, including ▲initial business support funds (up to 10 million KRW) ▲rental fees for business premises (up to 4.5 million KRW). In addition to initial startup funding, continuous startup capability enhancement education programs have been provided to support young entrepreneurs who still find starting a business difficult.


Especially, various consulting and community programs such as ▲one-on-one expert startup consulting ▲young entrepreneur networking ▲excellent senior company lectures ‘Youth Academy’ are systematically operated, playing an important role in helping early startup success and growth. Participant surveys recorded a very high satisfaction rate of over 97%.


This shows that despite the cultural and artistic sector's stagnation due to COVID-19, various achievements such as early startup success and new job creation have been made. The social economy cultural and artistic youth startup support project conducted by the district has received many positive reviews.


# ‘Kinolights’ (CEO Yang Jun-young), operating an OTT integrated search platform, is in its second year participating in this project. Although it faced difficulties during business promotion, it overcame them with rental fee and various consulting support. Recently, it surpassed 200,000 cumulative app downloads and was selected as a winner of the 2021 Korea Mobile Awards.


# ‘Story & Speech’ (CEO Kim Min-ji) succeeded in starting a business this year with district support. It provides show host and speech education targeting women and has been recognized for its expertise, attracting 130 million KRW investment from the Korea Communications Agency and actively planning and conducting live commerce for various institutions.


Meanwhile, the district has supported the successful startup of a total of 65 teams (about 200 people) in the cultural and artistic fields over the past four years.


Seocho-gu Mayor Cho Eun-hee said, “I wanted to provide practical help to young entrepreneurs in the cultural and artistic fields who are going through difficult times due to COVID-19,” and added, “Through this project, we will actively support young people in Seocho, a cultural and artistic city, to realize their dreams of cultural and artistic startups.”

Songpa-gu (Mayor Park Sung-soo) announced that on the 28th, it will hold the ‘Korean Traditional Musical Instrument Academy Presentation Performance’ at the Songpa-gu Office auditorium, where foreign residents and tourists can directly experience, learn, and perform traditional Korean musical instruments.


The district conducts Korean traditional culture experiences annually to promote foreign tourism. Especially this year, following the online and offline ‘Korean Food Cooking Class’ for foreigners, the ‘Korean Traditional Musical Instrument Academy’ was established in September. After 10 weeks of classes, foreigners learned Korean traditional musical instruments and prepared a presentation performance.


The presentation performance will be held as a pre-celebration event for the ‘Seokchon Lake and Songpa Trail Autumn Leaves Festival’ on the 28th from 5:40 p.m. at the Songpa-gu Office auditorium, lasting about 60 minutes with Korean traditional musical instrument performances.


First, the district will hold a ceremony to encourage foreigners who have diligently completed the 10-week academy curriculum under the guidance of traditional music advisory professors and instructors, awarding certificates of completion for the ‘1st Foreigners Korean Culture Experience Korean Traditional Musical Instrument Academy’.


Then, a Korean traditional music performance using traditional instruments will be presented. ▲Part 1 features a ‘Foreigners’ Traditional Music Performance’ by foreigners who learned gayageum, janggu, and other percussion instruments during the 10-week academy. ▲Part 2 will showcase professional traditional music performers presenting the essence of Korean traditional music.


Eight foreigners from about six countries including the United States, Belarus, and Mexico, consisting of workers, students, and housewives, were selected through prior application to participate in the performance. The performance video will be uploaded on Songpa TV’s YouTube channel.


Songpa-gu Mayor Park Sung-soo said, “We established the ‘Korean Traditional Musical Instrument Academy,’ the first of its kind among local governments, so many foreigners can easily and enjoyably learn traditional music and instruments. We ask for your interest in this presentation performance,” and added, “We will continue to discover and expand various Korean culture experience events for foreigners and actively promote tourism revitalization.”

Yeongdeungpo-gu (Mayor Chae Hyun-il) will participate in the ‘2021 Urban Regeneration Industry Expo’ held for four days from the 27th to the 30th in the Masan Marine New City area of Changwon City, Gyeongsangnam-do, showcasing Yeongdeungpo’s urban regeneration development.


The ‘2021 Urban Regeneration Industry Expo’ gathers 243 local governments nationwide, government and local public enterprises, local government-funded institutions, and related companies to share the latest urban regeneration policies and best practices, aiming to revitalize city centers and create local jobs.


Held under the theme ‘Vitality to Cities, Jobs to Regions!’ in Changwon City, Gyeongnam, the expo will feature seminars and international conferences related to green new deal, urban industrial innovation, and private and corporate participation in urban regeneration, as well as UCC and idea contests.


Yeongdeungpo-gu will operate a promotional booth throughout the expo, presenting the achievements, operational plans, and future development directions of the urban regeneration project in the Gyeongin-ro area.


Additionally, promotional videos showing the alleyway regeneration project in Singil 3-dong, Yeongdeungpo, and the signboard improvement project in the Gyeongin-ro area will be screened to continuously promote the urban regeneration development to many visitors.


The district has established the ‘Yeongdeungpo Gyeongin-ro Area Urban Regeneration Activation Plan,’ covering the machinery and metal manufacturing cluster in Mullae-dong, commercial facility-dense areas near Yeongdeungpo Station, and the planned urban redevelopment area of Daeseon Flour Mill and Yeongdeungpo-dong 4-ga, and has been working on project promotion and operation through collaboration with various stakeholders.


In particular, efforts focus on ▲protecting the machinery and metal-based local industry in the urban redevelopment zones of Mullae-dong 1 to 4-ga ▲supporting collaboration between local artists and small manufacturers ▲strengthening the public nature and regional regeneration hub functions of Yeongdeungpo Station ▲creating a complex cultural space preserving the industrial heritage of Daeseon Flour Mill ▲improving the residential environment of shantytowns and promoting public housing projects for urban maintenance, aiming to grow Yeongdeungpo as a central city leading industrial development in the southwest area.


Yeongdeungpo-gu Mayor Chae Hyun-il said, “We will strive to promote customized urban regeneration projects reflecting local characteristics such as public housing projects for shantytowns, pedestrian environment improvement on Yeongjung-ro, and demolition of the Yeongdeungpo Rotary overpass, further enhancing the status and pride of Seoul’s three major downtowns,” and added, “Through participation in the 2021 Urban Regeneration Industry Expo, we hope to widely publicize Yeongdeungpo-gu’s excellent urban regeneration cases and reaffirm its development potential and possibilities.”

Seongbuk-gu (Mayor Lee Seung-ro) announced that Bus No. 1128 has extended its route from Gireum-dong to Jongam-dong starting from the first bus on the 18th to improve public transportation convenience for local residents.


The extension of Bus No. 1128, which passes through major areas of Gangbuk-gu and Dobong-gu, is expected to further improve transportation accessibility in areas such as Jongam-dong and Wolgok-dong. Especially, accessibility to the Ui-Sinseol Line and the Dongbuk Light Rail, currently under active construction, will be greatly enhanced, significantly improving public transportation convenience within Seongbuk-gu.


This route extension was decided after actively collecting various opinions from local residents and continuous consultations with related organizations such as Seoul City and Jongam Police Station to improve public transportation efficiency and convenience.


For the route extension, approvals for route extension and new bus stops were obtained from Seoul City, and three new stops including Ilsin Elementary School and Raemian Lacent Apartment (08-410) were established. Currently, work such as relocating obstacles to secure bus stop space has been completed.


Seongbuk-gu Mayor Lee Seung-ro said, “The extension of Bus No. 1128 provides transportation convenience to transportation-disadvantaged areas and is a very welcome result in terms of providing school buses for students of Seoul National University High School and Middle School. We will continue to make efforts to improve public transportation convenience.”

Nowon-gu (Mayor Oh Seung-rok) is conducting the 2021 Democratic Citizenship Education to cultivate the qualities and knowledge required as democratic citizens and to foster mature democratic citizens.


Nowon-gu enacted the ordinance on democratic citizenship education in 2017 and has been steadily promoting related projects. This year marks the fourth year of education, designed to help residents learn the basic principles of democracy together and enable them to practice shared values independently.


This year’s lectures are themed ‘Democracy Reflected in Culture and Arts.’ To provide mental rest to residents who may be socially fatigued due to COVID-19, familiar culture and arts were selected as the education theme.


The education consists of a series of three lectures, held every Wednesday from 3 p.m. to 5 p.m. for about two hours at the auditorium on the 3rd floor of Nowon Lifelong Education Center.


The first lecture, held on the 27th, featured historian Professor Jeon Woo-yong, who met residents with the topic ‘History of Democracy and Democratic Citizens.’ It was a time to look back on citizens’ efforts for democracy to settle in Korea and to think about the roles we should play as sovereigns today.


On November 3, popular music critic Seo Jeong-min-gap will discuss ‘Democracy Viewed through Music.’ The lecture will explore popular songs that were once banned and the social context of those times, covering changes in censorship standards and the expansion of freedom of expression.


Finally, on the 10th, Professor Jeon Seung-joo from the University of Science and Technology will present ‘The Image of Democratic Citizens in Literary Works,’ exploring Korea’s modern and contemporary history as the background of literary works such as ‘Taebaek Mountains’ and ‘Land,’ and introducing ways to better understand and appreciate these works.


Residents wishing to participate can apply via text message to the Nowon Democratic Citizenship Education Secretariat, and detailed information and lecture introductions are available on the Nowon-gu website’s notice board.


The district plans to provide online participation via YouTube live streaming and will hold a session to share opinions after the lectures to actively reflect residents’ feedback in future education programs.


Additionally, on November 30, the play ‘Mr. Bang,’ adapted from the novel by Chae Man-sik, will be staged at the Nowon Lifelong Education Center auditorium, revisiting the content of the democratic citizenship education. The play features a theater club composed of Nowon residents, adding significance. In November, a photo exhibition titled ‘Democracy Viewed through Literary Works’ will also be held along the Gyeongchun Line Forest Trail.


Nowon-gu Mayor Oh Seung-rok said, “I hope this education provides an opportunity to reconsider the meaning and value of democracy in our history and culture,” and added, “We will continue to conduct related education and programs to strengthen residents’ capabilities as democratic citizens.”

Gangdong-gu (Mayor Lee Jung-hoon) is partnering with KFC Korea to recruit job seekers to create jobs for local residents.


To support residents who have lost jobs or are struggling to find employment due to the prolonged COVID-19 pandemic, the district signed a business agreement with KFC Korea on September 29 to conduct a manager recruitment linkage project.


The application period is until November 7, and applicants can apply through the ‘Gangdong-gu exclusive’ job application on the KFC Korea website. Eligibility requires applicants to be residents of Gangdong-gu and unemployed.


After document screening, interviews, and practical training, successful candidates will be hired as regular employees. Final hires will complete a three-month probation period with theoretical and on-site practical training.


Gangdong-gu Mayor Lee Jung-hoon said, “We are implementing various job creation policies, including recruitment linkage projects to resolve youth unemployment in the region,” and added, “We will continue to develop measures to revitalize the local economy to invigorate the employment market affected by COVID-19.”

Mapo-gu Tightens Quarantine Measures in Hongdae Ahead of Halloween Day


Yangcheon-gu (Mayor Kim Soo-young) announced that it will issue 10 billion KRW worth of ‘Yangcheon Love Gift Certificates’ starting from 2 p.m. on November 2.


This is the third issuance following 14 billion KRW in February and 11 billion KRW in September, and the certificates can be purchased at a 10% discount. Considering that the first and second issuances sold out very quickly, the third issuance is also expected to be sold out early.


The ‘Yangcheon Love Gift Certificates’ can be easily purchased by installing any of 21 payment apps such as ▲Beeple Zero Pay ▲Check Pay ▲Money Tree starting from 2 p.m. on November 2. The purchase limit per person is 700,000 KRW per month, with a maximum holding limit of 2 million KRW.


The gift certificates come in three denominations: 10,000 KRW, 50,000 KRW, and 100,000 KRW. They must be used within five years from the issuance date, and refunds are possible if at least 60% of the face value is used, excluding discount support funds.


Usage is the same as Zero Pay. Users scan the QR code of Zero Pay affiliated stores through a simple payment app and enter the payment amount or present the QR code generated on their smartphone to the store for payment.


The purchased gift certificates can be used at 14,509 Zero Pay affiliated stores in the district, including academies, pharmacies, convenience stores, and restaurants. However, usage is restricted at ▲large supermarkets ▲gambling-related businesses ▲academies with annual sales exceeding 1 billion KRW and direct franchise stores of large and medium-sized enterprises, as the purpose is to revitalize the local economy and support small businesses.


Yangcheon-gu Mayor Kim Soo-young said, “Thank you for the interest and love shown by residents for the Yangcheon Love Gift Certificates, which have sold out early every time,” and added, “We hope the third issuance will once again be a strong supporter for local small businesses facing difficulties.”

Gangbuk-gu (Mayor Park Gyeom-su) will hold the ‘3-Year Democratic Citizenship Education Comprehensive Plan Briefing Session’ on November 13 to embed democratic citizenship awareness in daily life.


The district established a related ordinance last year to lay the institutional foundation for activating democratic citizenship education. From March to June, a three-month service project was conducted, including a survey of residents. As a result, the 3-year (2021?2023) Gangbuk-gu Democratic Citizenship Education Comprehensive Plan was established.


The 3-year comprehensive plan will be implemented step-by-step starting this year. A total of 30 projects have been confirmed, with two pilot projects to be operated this year. As part of this, the district plans to hold a humanities lecture on the environment, one of the global citizenship education topics. From next year, 30 projects will be fully implemented based on the comprehensive plan.


The briefing session is designed to increase residents’ understanding of democratic citizenship education. Any resident interested in learning about the qualities and knowledge required as members of a democratic society can participate. The venue is the ‘Everyone’s School’ Gangbuk Learning Center in Beon-dong. However, depending on the COVID-19 situation, it may be changed to non-face-to-face (online) operation. Guro-gu (Mayor Lee Sung) is holding an online job fair for people with disabilities from October 25 to November 26.


The fair will feature about 50 companies, including social enterprises, seeking to hire people with disabilities for office and IT positions.


Job seekers with disabilities can access the website to receive information about the event and participation guidelines and can check job postings and apply through the online recruitment center until November 16.


Guro-gu has contracted with Incruit, a specialized recruitment company, to provide various employment programs such as self-introduction consulting, resume writing methods, and video interviews to actively support successful employment of job seekers with disabilities.


The Seoul Metropolitan Disabled Employment Integrated Support Center, sponsoring the event, supports various promotions such as city bus advertisements and collaborates with the Korea Employment Agency for the Disabled Seoul Southern Branch to recruit hiring companies for a successful fair.


Applicants who pass document screening will be separately notified and will have video interviews with company HR managers from November 22 to 26.

Dobong-gu (Mayor Lee Dong-jin) is opening the fall semester of the 2021 Autonomous Decentralization University ‘Dobong Campus’ and recruiting students to operate a special education course marking the 30th anniversary of local autonomy restoration.


Since 2017, the Dobong Campus of the Autonomous Decentralization University has been operating for five years to help residents and public officials understand local autonomy and raise awareness of decentralization to expand resident participation. In the spring semester, about 260 people took courses.


This year, the university operated a ‘Local Autonomy 30th Anniversary Special Education Course’ in the spring semester under the theme ‘Now, Again, Decentralization,’ providing education on the history and future tasks of local autonomy. About 4,500 people took courses at 37 local government campuses nationwide, members of the Local Autonomy Local Government Council.


In the fall semester, participation will be expanded to all local government campuses nationwide, with lectures under the theme ‘Now, Again, Resident Autonomy,’ exploring ‘New Era Resident Autonomy’ in the era of Decentralization 2.0.


The course covers the philosophical foundation and essence of resident autonomy, basics of local finance, securing resident autonomy funding, participatory budgeting, resident autonomy and ordinances, and resident autonomy and community. It will run for five weeks from November 18 to December 21 with 18 lectures.


Anyone wishing to enroll can apply without regional restrictions by filling out the application form on the Dobong-gu website by November 12 and submitting it to the Dobong-gu Planning and Budget Division in person or by email (dmsgp0906@dobong.go.kr).

At the meeting, Mayor Chae shared local issues with welfare institution heads and conducted welfare brainstorming, continuing a heated discussion with various opinions to create a better welfare society.


Mayor Chae said, “I thank the welfare institution heads and workers who strive to improve residents’ welfare despite the difficult conditions caused by COVID-19,” and added, “We will do our best to reflect field voices in policies and create a transparent Yeongdeungpo without welfare blind spots.”



Mapo-gu Tightens Quarantine Measures in Hongdae Ahead of Halloween Day


Geumcheon-gu (Mayor Yoo Sung-hoon) will publicly recruit three fixed-term workers to work at the ‘Dawn Job Shelter’ starting in December.


Applicants must be at least 19 years old, physically healthy, and able to work during dawn hours, and must be residents of Geumcheon-gu.


Residents wishing to participate can download application forms from the Geumcheon-gu website from November 4 to 9, fill them out, and submit them in person to the Geumcheon-gu Job Creation Division.


The hiring process consists of a first document screening and a second interview. Final successful candidates will be posted on the Geumcheon-gu website on November 22 and individually notified.


Hired workers will work from 3 a.m. to 7 a.m. (4 hours per day) in December 2021 and from 4 a.m. to 7 a.m. (3 hours per day) in 2022, five days a week, performing tasks such as ‘shelter setup,’ ‘beverage provision,’ ‘surrounding environment maintenance,’ and ‘user temperature checks and visitor log management.’


Wages are 57,970 KRW per day in December 2021 and 43,064 KRW per day in 2022, reflecting Geumcheon-gu’s living wage (10,540 KRW per hour in 2021, 11,766 KRW per hour in 2022) and additional pay for dawn work.


The Geumcheon-gu Dawn Job Shelter operates at the Doksan Hill Dawn Labor Market (sidewalk in front of 475 Siheung-daero) for construction day laborers seeking jobs at dawn. Currently, the tent shelter is not operated to prevent COVID-19 spread, but quarantine activities such as dispersing waiting workers and temperature checks are conducted.


Mayor Yoo Sung-hoon said, “We operate the Dawn Job Shelter to improve the poor job-seeking environment at the dawn labor market,” and added, “We hope for participation from those who will help provide convenience to day laborers and thorough quarantine management.”

Jongno-gu (Mayor Kim Young-jong) is promoting an ‘Urban Smart Farm Project’ using information and communication technology (ICT) in cooperation with local schools as part of the ‘Sustainable Development Practice Project.’


On the 26th, Jongno-gu signed a business agreement with Seoul National University Elementary School (Principal Kim Gwi-sook) and Jungang High School (Principal Lee Yong-gyun), pledging mutual cooperation for the smart farm project. Jongno-gu will install smart farms, and the schools will maintain, repair, manage facilities, and operate programs.


‘Smart Farm’ is a compound word of Smart and Farm, referring to farms that apply ICT to agriculture to manage crop growth environments and improve production efficiency.


Sensors automatically supply nutrients and water needed for plant growth, control light, temperature, humidity, and ventilation. Remote environment control and data monitoring are possible, making it a convenient and smart agricultural system suitable for the 4th industrial era.


The district plans to complete installation of smart-controlled plant cultivators capable of planting about 130 units by November and conduct eco-friendly vegetable harvesting and related education once per school in December. The two schools will continue to use the smart farm facilities in curricula and science club activities.


Before the agreement, residents participating in the Jongno-gu Sustainable Development Policy Participation Group actively engaged in the entire project process, including forming the ‘Healing Smart Farm Implementation Group’ in May and selecting installation sites.


Among the two selected schools, Seoul National University Elementary School was designated as a 2021 Ecological Transition Education Focus School by the Seoul Metropolitan Office of Education, and Jungang High School actively continues environmental club activities.


Besides the smart farm project, the schools pledged active participation in the ‘1·1·1 (One Person Reduces One Ton of Greenhouse Gas per Year) Lifestyle Practice Movement Climate Action Practice Council,’ a community activity to respond to climate crisis issues.


Jongno-gu Mayor Kim Young-jong said, “This smart farm project is meaningful because residents directly participated from the early stages, securing sustainability,” and added, “I hope growing students can enhance their understanding of urban agriculture and future industries through smart farm experiences.”
