[Asia Economy Honam Reporting Headquarters Reporter Cho Hyung-joo] The Gwangju Metropolitan Office of Education is operating the ‘On-site Training Unfair Treatment Reporting Center’ to ensure the safety and protect the rights of vocational high school trainees.
According to the Office of Education on the 21st, vocational high school students can participate in on-site training upon their request in accordance with the Act on the Promotion of Vocational Education and the General Theory of Elementary and Secondary Education Curriculum, and the training is conducted as a learning-centered industry employment contract-type on-site training linked to their major.
Accordingly, considering the urgency of protecting trainees currently undergoing training, the Gwangju Office of Education has urgently established the On-site Training Unfair Treatment Reporting Center at the Employment Support Center (in-person, website, and phone).
Reporting methods include reporting in person, via the website or mobile, and by phone to the Employment Support Center if any unfair treatment occurs during on-site training, such as non-compliance with the on-site training program, infringement of trainees’ rights, failure to comply with hazardous environment and safety matters, exceeding training hours, night or holiday training, failure to conclude the standard on-site training agreement, sexual harassment, violence, non-payment of allowances, or other unfair treatment.
For reports received by the Reporting Center, if necessary, the Office plans to cooperate with the Korea Certified Labor Consultants Association to protect the trainees, and the reported content will be reflected in on-site training guidance and inspection to be used for system improvement.
Meanwhile, since the 12th, the Gwangju Office of Education has been conducting safety monitoring through on-site visits by school administrators, employment managers, employment officers, and labor consultants to all companies currently conducting on-site training, checking ▲ compliance with the standard on-site training agreement ▲ confirmation and operation status of the on-site training program ▲ whether safety education is conducted ▲ and counseling on the safety and rights of trainees.
Baek Ki-sang, head of the Secondary Education Division at the Office of Education, said, “When reports or tips are received at the Reporting Center, education office officials and dedicated labor consultants will immediately visit the site jointly to guide and inspect the on-site training and take measures to ensure improvement and correction.” He added, “For serious matters, on-site training will be immediately suspended and reinstatement measures will be taken, and with the support of the Gwangju Regional Employment and Labor Office, student counseling and protection measures will be implemented.”
