Discussion on Employment Creation Effects of the 'Sandan Daegaejo Project' Including Manufacturing Innovation, Smartization, and Aging Infrastructure Improvement
[Sejong=Asia Economy Reporter Moon Chaeseok] The Presidential Committee on Jobs, the Ministry of Land, Infrastructure and Transport, and the Ministry of Trade, Industry and Energy announced on the 14th that they will hold the '2021 Industrial Complex Grand Renovation Conference' from 1:30 PM on the 15th at the Segyero Room of the Seoul aT Center.
The Industrial Complex Grand Renovation project is a regional job creation initiative that provides focused support so that industrial complexes can contribute to regional growth and job creation amid environmental changes such as the 4th Industrial Revolution and urbanization, as well as the aging of local industrial complexes. Local governments develop innovation plans for industrial complexes by linking regional hub industrial complexes (such as Smart Green Industrial Complexes) with adjacent complexes or urban areas, considering local conditions, and the central government supports these projects. Once the government designates an industrial complex grand renovation area, ministry budgets are intensively invested for three years. Five areas were selected last year, five areas (preliminary selection) this year, and five areas (planned) next year.
The inaugural Industrial Complex Conference will be attended by government officials, local governments, and experts. The event will proceed with presentations on trends related to the Industrial Complex Grand Renovation, excellent innovation plan cases by city and province, expert suggestions for revitalizing the industrial complex renovation focused on jobs, and panel discussions.
Kim Yong-gi, Vice Chairman of the Jobs Committee, is expected to emphasize in his opening remarks that "Industrial complexes have played a pivotal role in national economic growth and job creation, but recently, due to insufficient response to changes such as the 4th Industrial Revolution, operating rates have declined and aging has progressed," adding, "Against this backdrop, the 'Industrial Complex Grand Renovation project' is being actively promoted."
Session 1 will begin with a presentation from the Ministry of Land, Infrastructure and Transport on the theme of 'Trends in Industrial Complex Grand Renovation.' This will be followed by presentations of innovation plans from five local governments selected as industrial complex renovation areas last year: Jeonnam, Gyeongbuk, Incheon, Gwangju, and Daegu. This is to discuss the progress and best practices of projects in areas where budgets are being executed for the first time.
Session 2, under the theme 'Development Directions for Industrial Complex Grand Renovation,' will feature three experts presenting on the future development directions of the project from the perspective of job policies (improving the quantity and quality of jobs). Experts from research institutes such as the Korea Institute for Industrial Economics and Trade, the Korea Labor Institute, and the Korea Research Institute for Human Settlements will participate. After Session 2, a discussion will be held among experts and government ministry officials.
Vice Chairman Kim said, "The COVID-19 pandemic has once again made us realize the importance of manufacturing in job creation," adding, "Through the Industrial Complex Grand Renovation, we must strengthen the competitiveness of resident companies, promote private investment, create many new jobs within the region, and improve the quality of jobs." He also stated, "We will continue to strengthen communication and cooperation with local governments, public institutions, and the private sector through the Industrial Complex Grand Renovation Conference and other means to establish a sustainable regional job foundation and strive to achieve concrete job creation and improvement outcomes."
