Pilot implementation in Junggok-dong area for 3 months from October 1 to year-end... Enforcement after 10 minutes if no relocation following SMS or violation notice warning
[Asia Economy Reporter Jongil Park] Gwangjin-gu (Mayor Kim Seon-gap) will pilot the ‘Backstreet Illegal Parking Enforcement Notice System’ starting this month.
The ‘Backstreet Illegal Parking Enforcement Notice System’ was established as a result of seeking a flexible traffic guidance method tailored to the situation and characteristics of Gwangjin-gu, due to continuous complaints and grievances from residents about illegally parked vehicles on backstreets in the area.
Backstreets have issues such as narrow road widths and lack of separation between sidewalks and roads. In densely populated residential areas with poor parking conditions, on-street parking in front of residences has made vehicle traffic difficult and posed threats to pedestrian safety. However, considering the difficulty in judging the criteria for obstructing traffic flow and the residents’ sentiment due to prolonged COVID-19 hardships, the district introduced a prior notice system to ease enforcement.
According to the prior notice system, when a traffic officer identifies an illegally parked vehicle, if the owner’s contact information is available, a text message (SMS) is sent; if not, an enforcement notice is issued to warn of enforcement. If the vehicle is moved within a 10-minute grace period, the case is closed; if not, enforcement (fine or towing) is carried out according to regulations.
Additionally, enforcement notices are excluded in cases such as ▲bus stops ▲areas around fire alarms and other firefighting facilities ▲diagonal parking that obstructs vehicle flow ▲absolute no-parking zones such as child and elderly protection areas ▲areas with frequent complaints and habitual complaint zones.
The district plans to pilot the illegal parking enforcement notice system in the entire Junggok-dong area from October 1 to December 31, monitor its effectiveness, and consider expanding it to all backstreets.
Kim Seon-gap, Mayor of Gwangjin-gu, said, “The issue of illegal parking on backstreets is a challenge that must be addressed through flexible responses combining guidance and enforcement,” adding, “We will continue to develop systems suited to the district’s circumstances to alleviate residents’ inconveniences.”
