The government is launching a social settlement education program to help Afghan special contributors adapt.


On the 29th, the Ministry of Education, Ministry of Justice, Ministry of Culture, Sports and Tourism, and Korea Communications Commission announced that they will provide language and social understanding education and counseling programs to special contributors staying at the temporary living facility of the National Human Resources Development Institute in Jincheon, Chungbuk.


The Ministry of Justice is operating basic health checkups and outdoor activity programs considering the prolonged self-quarantine situation during the urgent evacuation from Afghanistan. It is conducting the "Ministry of Justice Social Integration Program" for adults to provide language education and social understanding. The goal is to complete from the basic to intermediate level 2 of Korean language and Korean culture so that they can understand simple communication on everyday life topics. Daily life education such as fire safety training and waste separation is being conducted, and programs to understand social and cultural differences such as basic legal order, finance and market economy understanding, consumer education, and gender equality education will also be provided.


The Ministry of Education provides customized support such as basic Korean language courses, psychological therapy, and special activities for school-age children to help them adapt early when entering public education. Professional counselors assist with emotional support through counseling programs, and in cooperation with the Chungbuk Office of Education, programs such as Korean language education are operated in groups of up to six students by school level. Play kits, study kits, Korean language textbooks, and information on the education system and procedures are also provided to parents for autonomous learning outside of class. Fair educational opportunities are guaranteed regardless of origin or nationality in accordance with the UN Convention on the Rights of the Child.


The Ministry of Culture, Sports and Tourism supports online Korean language education, advanced Taekwondo training, and family-based physical activities. Korean language and Korean culture education content from Sejong Institute is provided to all contributors, and children receive practical Taekwondo training and Taekwondo equipment. The Korea Communications Commission supports media education and experiences to overcome language and cultural barriers through media. A mobile studio vehicle equipped with media equipment called the "Media Sharing Bus" is sent to the temporary living facility for four days to allow direct content production. Education to prevent online crimes on SNS and portals is also conducted.


The government stated, "The ultimate goal of the basic social adaptation program provided through inter-ministerial cooperation is the ‘self-reliance’ of Afghan special contributors, and basic adaptation education such as Korean language, understanding of our society, and basic legal order is a prerequisite." It added, "Essential employment education for their active self-reliance and integration into our society will be conducted later in cooperation with related ministries according to individual circumstances and institutional conditions."
