[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] Gwangju Metropolitan City announced on the 27th that it has approved the promotion of a total of 3 people to fill vacancies caused by promotions and honorary retirements, including 2 administrative grade 4 (acting) positions and 1 rural guidance officer.
Two people were promoted to grade 4 local secretary positions: Ha Kyungwan, head of the Budget General Team in the Budget Office, and Hwang Inchae, head of the General Affairs Team in the General Affairs Department. Lee Dongyeol, head of the Urban Agriculture Team in the Technology Development Division of the Agricultural Technology Center, was promoted to rural guidance officer.
Gwangju City explained that the decision on this promotion was based primarily on the objective evaluation criterion of the promotion candidate list ranking, but also comprehensively considered current task performance, contribution to city administration, and career path according to the personnel principle focused on 'work and performance.'
Ha Kyungwan, head of the Budget General Team in the Budget Office, started his public service career in Dong-gu as a level 9 public official in September 1991 and has demonstrated his capabilities mainly in budget-related fields such as property management team leader, resource adjustment team leader, and secondment to the Ministry of Strategy and Finance.
He also gained administrative experience in various fields, including being seconded to the Gwangju Biennale Foundation and successfully hosting the 12th Gwangju Biennale.
Hwang Inchae, head of the General Affairs Team in the General Affairs Department, began his public service career in Buk-gu as a level 9 public official in 1990 and has stood out mainly in general affairs and external cooperation fields, serving as head of the Public Opinion Analysis Team, head of the Non-regular Workers Improvement Team, general support manager at the Seoul Headquarters, and head of the Council Cooperation Team.
In particular, he operated a 24-hour building security system that successfully blocked COVID-19 within the building and received high praise from colleagues for innovative efforts such as self-directed family-friendly programs aimed at staff harmony and welfare, in line with the generational change of public officials.
Meanwhile, Gwangju City plans to select a suitable candidate for the director position through an internal recruitment process to smoothly handle current tasks such as the large-scale remodeling construction of the Culture and Arts Center. The subsequent personnel transfers will be implemented as of October 1.
Kim Jonghwa, Personnel Policy Officer, said, “In the second half of this year, there were more frequent promotions than usual due to the transfer of grade 2 senior officials to central government departments and honorary retirements. Now that the personnel affairs have been finalized, we will focus on stabilizing the organization and ensuring that the current projects in the second half proceed smoothly.”
