Yanggu-gun, "From Division (Gwa) to Bureau (Guk) System"‥ Organizational Restructuring on the 17th Yanggu County Office


[Asia Economy Reporter Ra Young-cheol] Yanggu-gun, Gangwon-do announced on the 16th that "starting from the 17th, we will implement an organizational restructuring to improve issues identified in organizational operations since the reorganization in October 2018, and to respond to changes in the administrative environment and administrative demands."


According to the county, the main office has been reorganized into 2 bureaus, 1 officer in charge, 12 divisions, and 65 officers in charge; affiliated agencies have 5 divisions and 20 officers in charge; business offices have 4 officers in charge; and the towns and townships have 5 towns/townships and 22 officers in charge.


The system was changed from a division (課) structure to a bureau (局) structure, and to respond to acute infectious diseases, the health center director’s rank was raised from grade 5 to grade 4. At the same time, two divisions were established within the health center, divided by function.


Additionally, welfare tasks are now fully handled by the Social Welfare Division, and the Education and Life Support Division was renamed the Lifelong Education Division. Furthermore, temporary organizations were incorporated into regular organizations, and small single-task teams were abolished.


The Planning and Coordination Office absorbed the audit and legal affairs tasks of the former Comprehensive Civil Complaints Communication Office and the Regional Crisis Response Promotion Team tasks, changing its name to the Planning and Audit Officer and placing it directly under the Deputy County Governor.


The newly established Administrative Welfare Bureau includes ▲Administrative Safety Division (adding safety tasks to the former Autonomous Administration Division) ▲Lifelong Education Division (separating some welfare tasks from the former Education and Life Support Division) ▲Sports and Youth Division (adding youth tasks to the former Sports Promotion Division) ▲Civil Complaints, Cadastral and Architecture Division (adding some tasks from the former Comprehensive Civil Complaints Communication Office to the former Cadastral and Architecture Division) ▲Social Welfare Division ▲Tax and Accounting Division (formerly the Financial Operations Division).


Another newly established Economic Construction Bureau consists of ▲Economic and Job Creation Division (formerly the Strategic Industry Division) ▲Environment Division (separating sanitation tasks from the former Environment and Sanitation Division) ▲Urban Transportation Division (formerly the Peace Region Development Division) ▲Tourism and Culture Division (formerly the Culture and Tourism Division) ▲Ecological Forestry Division ▲Construction Division (separating safety tasks from the former Safety and Construction Division).


The health center is composed of the Health Policy Division and the Health Promotion Division, and the temporary Regional Crisis Response Promotion Team was disbanded, with its tasks transferred to the Planning and Audit Officer.


County Governor Jo In-mook stated, "Through the organizational restructuring, we have adjusted and consolidated tasks, and changed department names to improve convenience for civil affairs. We expect that by separating organizations according to functions, the efficiency of task and project implementation will greatly improve."
