Human Rights Commission Dismisses AI Chatbot 'Iruda' Petition... Civic Groups Express Regret Over Unfair Decision Artificial Intelligence Chatbot 'Iruda'


[Asia Economy Reporter Lee Gwan-ju] The National Human Rights Commission of Korea (NHRCK) is reported to have dismissed the complaint regarding human rights violations and discriminatory acts by the AI chatbot 'Iruda'.


According to civic groups including People's Solidarity for Participatory Democracy on the 12th, after reviewing the complaint they filed on February 3, the NHRCK decided to dismiss it on the 30th of last month, stating, "Since Iruda is not a person, hate speech by Iruda cannot be subject to investigation."


The NHRCK also judged that human rights violations due to breaches of protection duties by national agencies such as the Personal Information Protection Commission, the National Assembly, the Korea Communications Commission, the Ministry of Science and ICT, and the NHRCK itself are not subject to investigation.


In response, the civic groups who filed the complaint criticized, "This is an unfair decision that evades the issues of privacy rights violations, hate speech, and discrimination arising from the Iruda case," and expressed "deep regret over the NHRCK's passive attitude."


They further pointed out, "The NHRCK's judgment that Iruda is not a person and therefore not subject to investigation is an unfair decision that shows a fundamental lack of understanding of artificial intelligence and responsibility, and we suspect it is a judgment made to avoid investigation."


However, the NHRCK reportedly stated that while dismissing the complaint, it considers this case an important example related to AI development ethics and hate speech, and is reviewing the possibility of adopting it as a policy task.
