Support for Schools Including Equipment Rental for Inspections and Psychological Therapy for Victims of Illegal Filming

"Joint Inspection by Seoul City, Seoul Metropolitan Office of Education, and Seoul Police Agency to Eradicate Illegal Bathroom Filming"


[Asia Economy Reporter Lim Cheol-young] The Seoul Metropolitan Government will conduct joint inspections with the Seoul Metropolitan Office of Education and the Seoul Metropolitan Police Agency to eradicate illegal filming in school restrooms.


On the 5th, Seoul announced that it will conduct inspections from the 16th of this month until the 30th of next month, targeting 1,360 schools including elementary, middle, high, special, and various schools. A joint inspection team composed of 250 members of the Seoul Illegal Filming Citizen Monitoring Group, 120 education office inspectors, and 31 sexual violence police officers will be organized and operated. The target schools include 604 elementary schools, 388 middle schools, 320 high schools, 32 special schools, and 16 various schools located in Seoul.


The School Integrated Support Centers under the Education Support Offices will cooperate in creating a safe school environment free from illegal filming by long-term lending of illegal filming inspection equipment owned by each autonomous district. Seoul has distributed 862 detector sets and lens-type detectors to autonomous districts for the Safe Restroom Project free from illegal filming concerns. Among these, 53 pieces of equipment that can be lent long-term will be supported first.


Additionally, Seoul plans to provide close support throughout the entire process, including legal and litigation assistance, as well as post-care such as psychological treatment, to victimized students and teachers through the ‘Visiting Support Companion’ linked with the ‘Digital Sexual Crime Victim Integrated Support System.’ The ‘Visiting Support Companion’ project is a digital sexual crime victim relief support service operated by Seoul to prevent and support child and adolescent digital sexual crimes.


Meanwhile, Seoul is promoting strengthened measures to prevent illegal filming in restrooms to create safe restrooms free from illegal filming concerns. The city will reinforce the regular inspection system for public restrooms and activate self-inspections for private restrooms as well. In the future, the Illegal Filming Citizen Monitoring Group will be expanded and operated more widely, and plans will be made to establish a regular inspection system in cooperation with the Seoul Metropolitan Office of Education and the Seoul Metropolitan Police Agency.


Kim Seon-soon, Director of the Seoul Metropolitan Government’s Women and Family Policy Office, said, “Illegal filming crimes continue to occur, causing many citizens to feel anxious. We will cooperate with the Seoul Metropolitan Office of Education and the Seoul Metropolitan Police Agency and continuously prepare prevention and inspection measures for illegal filming to create an environment where students and citizens can use restrooms with peace of mind.”
