"Promote Administrative Capital Through Constitutional Amendment"
[Asia Economy Reporter Jeon Jin-young] Former Prime Minister and ruling party presidential candidate Chung Sye-kyun has reignited the ‘relocation theory.’ He intends to pursue the establishment of an administrative capital in Chungcheong again through constitutional amendment, appearing to make a strategic move to capture votes in Chungcheong and promote balanced national development.
On the day, Chung held the ‘Chungcheong-Daejeon-Sejong New Capital Area Vision Declaration Ceremony’ at Osong Station in Cheongju, stating, "We will relocate the Blue House, National Assembly, Supreme Court, Ministry of Justice, and Supreme Prosecutors’ Office to the Chungcheong New Capital Area," and added, "We will amend related laws such as the Court Organization Act and resolve the constitutional controversy over the administrative capital through constitutional amendment."
This signals the reactivation of the administrative capital plan, which was halted during the Roh Moo-hyun administration due to the Constitutional Court’s ruling of unconstitutionality on the ‘customary constitution.’ Before the constitutional amendment, Chung also said, "We will expedite the construction of the National Assembly Sejong Assembly Hall and expand the Blue House Sejong office."
He stated, "South Korea still cannot overcome the Seoul Republic and the unipolar system of the metropolitan area," and added, "We will shift the axis of South Korea to Chungcheong to complete balanced national development and the administrative capital, and resolve the overpopulation problem in Seoul and the metropolitan area at once."
He continued, "We will create a bio-mobility specialized platform university linked with Seoul National University and a university city in Daejeon and Chungnam," and said, "By solving issues related to education, talent, and jobs, we will establish a long-term foundation for balanced national development where both companies and local regions thrive." Additionally, he pledged to establish the KBS Chungnam Broadcasting Headquarters, build a private airport in Seosan, and relocate the Nonsan Army Officer Academy.
Chung emphasized, "I will complete the path of balanced national development opened by Kim Dae-jung, advanced by Roh Moo-hyun, and established by Moon Jae-in with my Chungcheong New Capital Area Plan," and stressed, "I will protect Sejong City to the end and break the outdated notion of regional exclusion, opening the center of South Korea in Chungcheong."
