Seoul Metropolitan Office of Education: "Teachers Illegally Filming in High School Bathrooms and Dormitories to Be 'Permanently Expelled'"


[Asia Economy Reporter Seongpil Cho] A teacher who installed cameras in the women's staff restroom and the female student dormitory of the high school where he worked to illegally film will be permanently expelled from the teaching profession.


The Seoul Metropolitan Office of Education announced on the 29th, "We will promptly proceed with disciplinary procedures against the teacher involved in the illegal filming incident within the school and impose the highest level of discipline to prevent him from returning to the classroom." To eradicate illegal filming crimes in schools, the Office plans to maximize preventive effects by supporting the purchase of detection equipment for all schools and conducting surprise inspections. Additionally, to support students shocked by this incident, professional counseling teachers will be stationed at the affected school to provide counseling, and support will be provided for external counseling and treatment. A counseling, medical, and legal support team will also be operated to assist students or staff who wish to take legal actions such as filing complaints, civil or criminal lawsuits against Mr. A, including providing legal advice.


Earlier, the Yongsan Police Station in Seoul arrested Mr. A, a male teacher in his 30s, who installed illegal filming cameras in the women's staff restroom of the high school where he worked and the female student dormitory of his previous high school. According to the police, Mr. A is suspected of producing videos by installing cameras in the female student dormitories and women's staff restrooms of two schools where he worked (charges include production of child and youth sexual exploitation materials under the Youth Protection Act and filming using cameras under the Sexual Violence Punishment Act). After searching Mr. A's residence and conducting digital forensics on his mobile phone and PC, the police identified 669 cases of illegal filming, with 116 victims. It is reported that Mr. A did not distribute the illegally filmed materials.
