[Asia Economy Reporter Kim Hyemin] Although the government continues to emphasize the results of supply measures to stabilize housing prices, in reality, it is unable to accelerate progress due to opposition from residents and local governments. Some projects have yet to select a single candidate site, while in other areas, residents have decided to form a nationwide coalition to actively oppose the projects.


According to the real estate industry on the 28th, the government’s “Public Direct Implementation Redevelopment Project,” announced last February, has not selected a single pilot project candidate site for six months. Previously, the Ministry of Land, Infrastructure and Transport had stated in April that it would announce candidate sites this month after obtaining residents’ consent. However, no area has met the required 10% resident consent rate for candidate site selection, causing delays. The government plans to supply 136,000 housing units over five years through the Public Direct Implementation Redevelopment Project.


The “Urban Public Housing Complex Project,” which has selected a total of 52 candidate sites over five rounds, is also facing resident opposition in various locations. A nationwide coalition opposing participation in the project has been formed, with 10 sites expressing their intention to join. Residents of Seoul’s Singil 4 District, Busan’s Dangam 4 District, and Jeonpo 3 District have even submitted petitions to the Ministry of Land, Infrastructure and Transport requesting the withdrawal of their candidate site status.


The public redevelopment projects promoted by the government since last year are also encountering difficulties in advancing due to resistance to the high proportion of public rental housing and opposition from commercial tenants in areas such as Heukseok 2 District in Dongjak-gu, Gangbuk 5 District in Gangbuk-gu, and Sangye 3 District in Nowon-gu, Seoul.


The public land housing supply plan is also facing setbacks due to opposition from local governments and residents. To date, no district designation has been made. The designation of the Tae-neung Golf Course site in Seoul has been repeatedly postponed, and there are talks that the supply scale will be reduced from the originally planned 10,000 units. Regarding the development plan for the Yongsan Railroad Maintenance Depot site, Seoul Mayor Oh Se-hoon has publicly stated that it “may not proceed.” The government Gwacheon Complex site plan has already been revised to reduce supply.
