Selection of Designer for Remodeling and Seismic Reinforcement of Assembly Hall and Seosomun Cheongsa Building 2 Spaces
[Asia Economy Reporter Lim Cheol-young] The Seoul Metropolitan Council announced on the 28th that it has selected a designer through a design competition, the first step in the expansion and seismic reinforcement construction of the council building, which is scheduled to be completed in 2023 to support the development of local autonomy through open council activities and the professional and active legislative activities of council members.
The design competition was conducted by evaluating four tasks, as it is a project that must present the future vision of the council space and remodel the space that the council intends to use together with citizens.
After a public review committee on the four tasks, the work of Go Tae-sik, the representative of Jeogong Architects, was selected and announced as the winner. The winner is granted the priority negotiation rights for the planning, intermediate, and detailed design contracts. The winning work, themed "Open Council, Transparent Council, Communicative Council," aimed to create spaces for 10 committees representing all urban activities such as transportation, culture, and safety as communicative spaces rather than closed ones, and sought to change the monotonous grid office space.
This international design competition was conducted as a paperless "digital competition" throughout the entire process from participant registration to submission and final evaluation. The judging panel evaluated it as "a masterpiece that realistically and boldly expresses the vision and value that the city council building should have in the future, and an innovation of free floor plans that best reveals the concept of an open council," and also stated that it is "a work with high feasibility in terms of construction and cost."
Seo Nowon, Director of the Council Secretariat, said, "Through this council building remodeling and seismic reinforcement construction, we hope to contribute to enhancing the quality of legislative activities by strengthening local decentralization and preparing for personnel authority independence, enacting autonomous regulations to find the administration needed by residents, and investing finances at the appropriate time, thereby improving residents' quality of life and welfare levels."
