[Asia Economy (Daejeon) Reporter Jeong Il-woong] The Korea Forest Service announced on the 27th that it will open a bid for the ‘National Saemangeum Arboretum Construction Project’.

The bidding will be conducted using the basic design technical proposal method, which was confirmed through the Ministry of Land, Infrastructure and Transport’s review of large-scale construction bidding methods in December last year.

The basic design technical proposal involves the selected company carrying out detailed design and construction in an integrated manner, with bidders collectively proposing cost reduction plans, schedule shortening plans, and construction management plans.

The Korea Forest Service plans to receive technical proposals from bidding companies regarding securing borrow pits, desalination and desalination mitigation measures, and tree supply plans, reflecting the high soil salinity concentration in the Saemangeum district where the arboretum will be established, and the unfavorable plant growth conditions due to sea breeze.

The Saemangeum Arboretum is planned to be completed in 2026 and opened the following year. The total project cost is 163.8 billion KRW, and the development scale reaches 151 hectares.

Previously, the Korea Forest Service completed a preliminary feasibility study for the Saemangeum Arboretum construction in June 2017, established the basic plan in June 2019, and secured an appropriate project budget through the Public Procurement Service’s design adequacy review in February of this year. The basic design was also established last month.

In particular, the Saemangeum Arboretum is expected to be the first case in Korea to be developed on a coastal reclaimed land. Globally, establishing arboretums on reclaimed land is rare, and the Korea Forest Service expects the Saemangeum Arboretum to attract attention both domestically and internationally.

Above all, after completion, it is explained by the Korea Forest Service that it will become a representative green infrastructure and a symbolic landmark of the Saemangeum district.

The Korea Forest Service plans to hold an on-site briefing session regarding the Saemangeum Arboretum construction project bidding next month, receive technical proposals in December, and select the final qualified candidate for detailed design.

Detailed design and construction are expected to begin next year.

Kim Dong-dae, head of the Arboretum Construction Project Group at the Korea Forest Service, said, “We expect the integrated order of detailed design and construction to accelerate the progress of the Saemangeum Arboretum construction project,” and added, “The Korea Forest Service will do its best to ensure that the Saemangeum Arboretum is developed in an environmentally friendly way and becomes a green infrastructure that coexists with the local community.”
