The Ministry of Land, Infrastructure and Transport announced on the 22nd that, as the number of tower cranes installed at domestic construction sites is expected to exceed 3,500 by the end of this year, it has issued guidelines to construction sites to ensure compliance with work procedures, thorough equipment management, and strengthened supervision to prevent safety accidents caused by tower cranes. This figure represents an increase of more than 500 units compared to last year and is the highest number of installations in the past five years.
Key points of the guidelines for preventing tower crane accidents include that the overall safety manager must ensure that work is carried out according to the tower crane operation and inspection plans established in the safety management plan, and the supervisor must guide and supervise to ensure that work is properly conducted in accordance with relevant laws and standards.
Tower crane rental companies must conduct regular equipment management, and tower crane operators must check the equipment condition through daily inspections before work. Additionally, under the supervision of the overall safety manager, the safety manager and operators must review the manufacturer's user manual before tower crane operations to confirm usage methods, precautions, and key inspection items, and must comply with work safety rules.
The main work safety rules include ▲checking whether the alarm device operates and inspecting the wire rope and brake condition before operation ▲stopping work if the instantaneous wind speed exceeds 10 m/s ▲conducting work only when the lifted object is clearly visible ▲prohibiting passing lifted objects over people ▲prohibiting lifting objects embedded in the ground or hanging unevenly ▲prohibiting rotation movements while the lifted object is suspended above the ground ▲immediately stopping all operations and reporting to the manager if equipment abnormalities occur.
In response to recent detections of tower cranes with manufacturing defects and consecutive tower crane accidents, the Ministry of Land, Infrastructure and Transport has continuously requested construction sites to refrain from using defective equipment and to maintain site safety management, conducting site inspections as well. In the second half of the year, special inspections will continue, and safety management will be strengthened through close monitoring of the increasing trend in tower crane installations.
