Ministry of Land, Infrastructure and Transport to Conduct '3080+ Private Proposal Integrated Contest' Starting from the 23rd
[Asia Economy Reporter Jo Gang-wook] Local residents will now have the opportunity to directly propose projects regarding housing supply plans, including candidate sites for the Urban Public Housing Complex Project.
The Ministry of Land, Infrastructure and Transport (MOLIT) announced on the 22nd that it will conduct an integrated public contest for private proposals starting from the 23rd for the Urban Public Housing Complex Project and other initiatives under the ‘3080+ Metropolitan Area Housing Supply Plan’ announced on February 4.
Since the announcement of the 2.4 measures, MOLIT received proposals for 428 sites from local governments and selected a total of 111 candidate sites within urban areas, corresponding to approximately 126,000 housing units. However, a significant portion of the proposals from local governments were concentrated in Seoul (317 sites), resulting in the majority of the announced candidate sites also being centered in Seoul (about 72% of the sites). Therefore, MOLIT explained that to secure sufficient candidate sites by diversifying the discovery methods through private proposals in regions outside Seoul, where local government proposals were insufficient, it decided to conduct the ‘3080+ Integrated Public Contest for Private Proposals (1st round).’
The projects eligible for this contest are four new projects under the ‘3080+ Housing Supply Plan’ in which the public sector participates: ▲ Urban Complex Projects, ▲ Public Maintenance Projects (redevelopment, reconstruction, direct implementation), ▲ Residential Regeneration Innovation Districts, and ▲ Small-scale Redevelopment and Reconstruction (limited to public participation type).
The target areas for the contest are Gyeonggi, Incheon, and provincial metropolitan cities (Busan, Daegu, Daejeon, Gwangju, Ulsan), where proposals from local governments have been relatively few. Seoul was excluded from this contest considering the active participation of local governments and the large number of candidate sites discovered and selected (80 sites). MOLIT plans to conduct additional contests in the second half of the year if necessary, depending on project progress.
Applications for the contest can be submitted by private parties such as local residents (landowners) who set the project area independently, excluding local governments. They must secure consent from at least 10% of landowners (by number of owners or area) within the proposed area to submit a project proposal. Proposals from local governments and public institutions will be accepted separately from the integrated contest, including for Seoul, on a rolling basis.
Project proposals will be accepted at the 3080+ Integrated Support Center for 40 days from the 23rd until the 31st of next month. Candidate sites will be selected and announced starting from the end of September.
Once proposals are received, LH Corporation and local public corporations will first review the suitability of the location and preliminary feasibility of the proposed project areas. Subsequently, MOLIT will select candidate sites through an evaluation committee composed together with local governments, comprehensively considering the urgency and expected effects of the projects. For areas selected as candidate sites, LH and local public corporations will prepare detailed project plans after consultations with local governments and then initiate statutory procedures such as district designation proposals.
Kim Soo-sang, Director of the Housing and Land Office at MOLIT, stated, "The 3080+ project for housing supply within urban areas is gaining momentum based on strong resident consent and institutional foundations," adding, "We expect the integrated public contest for private proposals to expand to areas with high resident demand."
