[Asia Economy Reporter Park Jong-il] Eunpyeong-gu (Mayor Kim Mi-kyung) announced that Eunpyeong-gu Lifelong Learning Center (Director Lee Chang-sik), Seoul Village Community Comprehensive Support Center (Director Jeon Min-ju), and Eunpyeong-gu Village Community Support Center (Director Lee Chun-hee) signed a mutual cooperation agreement on the operation of the ‘Village Autonomy Practice University Campus’ on the 7th.
This agreement concerns the operation of the ‘Village Autonomy Practice University Eunpyeong-gu Campus’ aimed at strengthening the capabilities of village citizen activists in Eunpyeong-gu.
Eunpyeong-gu Lifelong Learning Center and Eunpyeong-gu Village Community Support Center agreed to cooperate in providing educational programs such as the advanced course of ‘Confident Village Citizen Activist Education’ and managing information of graduates.
The agreement includes ▲ provision of information and cooperation necessary for operating educational programs ▲ management of graduate information and recognition of cross-credit completion ▲ expansion of education-based networks through linkage and cooperation among institutions.
The Seoul Village Community Comprehensive Support Center plans to provide the educational curriculum related to the operation of the ‘Village Autonomy Practice University Eunpyeong-gu Campus,’ support credit recognition for the Village Autonomy Practice University, and register and manage the education management system of the Village Community Comprehensive Support Center.
Lee Chang-sik, Director of Eunpyeong-gu Lifelong Learning Center, said, “Through this mutual cooperation agreement, we hope to expand educational opportunities for Eunpyeong village activists and contribute to realizing village autonomy by establishing a continuous activity base.”
Seongbuk-gu Jeongneung 3-dong Provides Samgyetang for a Healthy Summer
Seongbuk-gu (Mayor Lee Seung-ro) Jeongneung 3-dong Community Security Council (Chair Kim Jeong-ja) delivered packaged samgyetang (ginseng chicken soup) and fresh kimchi to 300 vulnerable households, including elderly living alone and low-income residents, on the 15th as part of the ‘Providing Samgyetang for a Healthy Summer’ support project.
This project was organized by the Community Security Council to help alleviate social isolation caused by the prolonged COVID-19 pandemic and to overcome the summer heat. The samgyetang was purchased from a well-known commercial company, and the fresh kimchi was carefully made by council members using young radish and cabbage bought directly from Jeongneung Market.
Considering summer hygiene management and COVID-19 prevention, individually packaged samgyetang and kimchi were delivered to about 300 households, providing an opportunity to check on the health and well-being of vulnerable groups.
Kookmin University has four professors and 17 students serving as members of the Jeongneung 3-dong Residents’ Autonomy Committee, who have agreed to cooperate and contribute to local development amid difficult circumstances.
In this samgyetang sharing project, the Kookmin University Labor Union also supported the cost of kimchi vegetables after hearing about the initiative and promised to continue supporting local hardships in the future.
Additionally, CJ, the samgyetang manufacturing company, donated 50 servings of samgyetang free of charge, helping neighbors in need overcome COVID-19.
Kim Jeong-ja, Chair of the Jeongneung 3-dong Community Security Council, said, “I hope the nutritious samgyetang provides warm energy to the bodies and minds of our neighbors,” and added, “We will continue various local care efforts to overcome the difficult times caused by COVID-19 and provide steady support for the community and marginalized groups.”
Gangdong-gu Recovers 260 Million KRW from 345 Households Confirmed for Fraudulent Social Security Benefits Following Appropriateness Verification Survey
Gangdong-gu (Mayor Lee Jung-hoon) conducted a verification survey on the appropriateness of social security benefits for 5,731 households whose public data had changed.
This was to prevent fraudulent claims and to enhance fairness, accuracy, and reliability in beneficiary management.
The survey, conducted over three months from April, found changes in 2,606 households out of 5,731 surveyed: 834 households had eligibility suspended, 561 households had increased benefits, 1,103 households had decreased benefits, and 108 households had other changes such as benefit modifications. These changes were promptly and accurately updated.
Additionally, 345 households were identified for improper or fraudulent receipt due to failure to report changes, and 260 million KRW is currently being recovered. Swift suspension and modification of eligibility have resulted in monthly fiscal savings of about 240 million KRW, preventing welfare fund leakage and advancing sustainable welfare realization.
Furthermore, 286 individuals excluded from benefits due to the support obligation criteria despite needing welfare support due to disability, old age, or single-parent families are receiving multifaceted support through the Living Security Committee’s review, special application, and linkage with other benefits, aiming to minimize welfare blind spots.
Gangdong-gu will continue to guide and promote reporting obligations to beneficiaries, block fraudulent claims, prevent welfare fund leakage, and actively provide various public and private resource services to those genuinely in need.
Mayor Lee Jung-hoon stated, “As COVID-19 prolongs, the number of people facing sudden business closures, sales declines, and unemployment is increasing, leading to a steady rise in social security beneficiaries. We will do our best to manage basic eligibility and ensure no one is left behind.”
The total number of social security benefit households in Gangdong-gu, including National Basic Livelihood Security, Basic Pension, and Near-Poverty categories, is 50,311 households.
Gwanak-gu Secures Additional 100 Seoul Citizens’ Safety Jobs to Overcome COVID-19 Employment Crisis
Gwanak-gu (Mayor Park Jun-hee) has selected additional Seoul Citizens’ Safety Jobs in the second half of the year to support residents facing economic difficulties due to the COVID-19 recession.
In response to the prolonged employment crisis caused by COVID-19, the district secured 428 million KRW from Seoul City’s supplementary budget?the largest among 25 autonomous districts?and selected 100 additional workers following the 220 selected at the end of June.
The selected personnel will be assigned from the 19th to November 30th to vaccination centers, district offices, and community service centers to perform emergency COVID-19-related tasks and inspect multi-use facilities for quarantine compliance.
Working hours are five days a week, 3 to 5 hours per day (5 hours for those under 65, 3 hours for those 65 and older), with benefits including enrollment in four major insurances, paid holidays, and weekly/monthly allowances.
This year, the district has selected a total of 1,611 people, including 694 for Hope Work, 584 for Safety Jobs, 280 for Quarantine Jobs, and 53 for Community Jobs, striving to stabilize residents’ livelihoods and revitalize the local economy amid the prolonged COVID-19 crisis.
Mayor Park Jun-hee said, “We worked hard to secure the largest budget among Seoul districts to expand and provide public jobs for residents facing employment difficulties due to COVID-19,” adding, “We will continue to focus on job creation, support for vulnerable groups, and thorough quarantine measures.”
