[Asia Economy Reporter Hyunwoo Lee] Major foreign media outlets reported that Samsung Electronics is considering establishing its second semiconductor foundry plant in Williams County, Texas, USA. The area is close to Austin, Texas, where Samsung Electronics operates its first foundry plant in the US, and the local government is reportedly considering granting tax incentives if Samsung's plant is established there.


On the 16th (local time), Bloomberg News and other major media reported that Samsung Electronics submitted documents to the Williams County local authorities in Texas requesting tax benefits. According to Bloomberg News, Samsung Electronics is considering building a second semiconductor foundry plant on a site of 6 million square meters in this area.


The Taylor Independent School District located in Williamson County is reportedly reviewing Samsung Electronics' tax benefit application documents. Bloomberg News reported that the school district authorities are considering a tax incentive plan that would limit the taxable value to about $80 million (approximately 90 billion KRW) for 10 years if Samsung's plant is established. The plant's market value is estimated to reach $4.35 billion (about 5 trillion KRW) by 2029, indicating significant tax benefits are expected.


Bloomberg News analyzed, "Williamson County is located just north of Austin, Texas, where Samsung Electronics built and operates its first foundry plant in the US, making it a favorable location. Samsung Electronics plans to start construction in the first quarter of next year and aims to begin production by the end of 2024, hoping to close the production gap with Taiwan Semiconductor, the industry leader."


Samsung Electronics is reportedly planning to invest about $17 billion in this second foundry plant in the US. With an expected new employment of 1,800 people, Bloomberg News reported that state governments in New York, Arizona, and other US states are fiercely competing to attract the investment.


Regarding the report, Samsung Electronics stated, "Taylor, Texas, is just one of several candidates initially considered along with Austin, New York, and Arizona, and no decision has been made on any location."
