[Asia Economy Reporter Jongil Park] Yeongdeungpo-gu (District Mayor Chaehyun Il) announced that starting from June 17, building permits are being restricted in the area of Shingil 1 District, specifically at 147-80 Shingil-dong, which was selected as a candidate site for the public redevelopment project on March 29.


Shingil 1 District is a large area totaling 59,379 m², classified as a Type 2 General Residential Area densely populated with single-family homes. Upon completion of the public redevelopment project, urban infrastructure such as roads, parks, public offices, and apartment complexes will be established.


This area was one of the regions with high resident enthusiasm for development and residential environment improvement, having shown a high resident consent rate of 57.1% in the public redevelopment candidate site contest held by Seoul City and the Ministry of Land, Infrastructure and Transport in November last year, ultimately being selected as a candidate site.


The district office explained that this building permit restriction measure was implemented to prevent waste of resources and sales damages caused by indiscriminate construction activities within the candidate site, to preemptively block factors such as speculation and project delays, and to promote smooth and speedy project progress in cooperation with Seoul City.


The building permit restriction is a measure under Article 18 of the Building Act, which allows limiting building permits or the commencement of construction for buildings that have received permits when deemed particularly necessary under regional planning.


The district office, in consultation with Seoul City, implemented the building permit restriction starting June 17 of this year.


Accordingly, for two years from June 17, within Shingil 1 District, ▲ the construction of new buildings is restricted. ▲ Building permits and notifications, as well as commencement notifications, are restricted to prevent construction even if a permit has already been granted.


Additionally, ▲ changes of use from single-family houses to apartment complexes, ▲ conversion of general buildings into collective buildings, and ▲ approval of business plans under the Housing Act are all completely restricted.


The district office expects that by implementing this restriction, the influx of speculative forces into Shingil 1 District will be blocked, accelerating project progress and resulting in improvements to the aging residential environment and expansion of housing supply.


Yeongdeungpo District Mayor Chaehyun Il stated, “This building activity restriction is an essential protective measure to prevent uncontrolled construction and sales damages within Shingil 1 District. We will continuously communicate and consult with project stakeholders and local residents to ensure that the public redevelopment projects, including Shingil 1 District, proceed without setbacks, and we will carefully manage the overall fairness of the project operations.”
